The Position
PART-TIME, LIMITED TERM POSITION~

Under general direction of the Director of Fire and Life Safety (Fire Chief) / Emergency Manager, this position will coordinate the completion of grant requirements for the Federal Emergency Management Agency (FEMA) Hazard Mitigation Grant Program (HMGP) grant awarded to the City of Santee. This project is related to defensible space creation and the reduction of hazardous fuels throughout the San Diego River Corridor within the boundaries of the City of Santee.
The position collaborates with multiple departments within the City of Santee (e.g., Fire, Planning and Building, Community Services), as well as local, state, and federal agencies. This position may be retained to provide continued assistance with ongoing monitoring and maintenance in areas along the San Diego River Corridor related to this grant. The part-time schedule is flexible (16-20 hours / week).
This position is scheduled to end in December 2025, unless authorization for an extension is offered from FEMA.
Representative Duties
The representative duties will include, but may not be limited to the oversight and coordination of deliverables outlined below :
- Project management including sub-application development and revisions;
- Bid package development and issuances;
- Public information sharing including homeowner education and outreaches;
- Development of a final parcel lists;
- Homeowner registration for defensible space activities;
- Site assessment for defensible space activities / prescription treatment for all parcels;
- Right-of-entry (ROE) authorization and photos for all identified parcels;
- Final identification of all vegetation and species to be removed;
- Final Benefit Cost Analysis (BCA) based on final parcel lists;
- Final identification of removal processes;
- Debris management plan developments;
- Final development of work schedules (if different than original estimate);
- Completion of Environmental and Historic Preservation documents including California Environmental Quality Act (CEQA);
- Studies to assist with NEPA including biological impacts;
- Submission / delivery of Phase 1 documents to CalOES for review and approval;
- Presents and explain policies, regulations, and progress to the City Council related to the Hazard Mitigation Grant Program, other employees and members of the public;
- Obtain permits (if needed);
- Develop invoices and submission of financial documentation to granting agencies; and
- Perform related duties as required.

Minimum Qualifications
Education / Experience
Any combination of education and experience that demonstrates the ability to perform the duties of this classification is qualifying. An example would be :
EDUCATION : A Bachelor's Degree in Public Administration, Business Administration, Economics, or a related field from an accredited college or university, AND
EXPERIENCE : Three (3) years (full-time equivalent) of progressively responsible and recent project coordination experience, or a closely related capacity such as project management assisting, vendor / contractor oversight, scheduling and administration of third-party services, and planning and coordination of tracking activities.
Experience in Emergency Management, Disaster Preparedness Coordination, or Community Risk Reduction is highly desirable.
Recent" experience is defined as relevant experience obtained within the last three (3) years.

The applicant selected will be subject to a criminal history investigation through the California Department of Justice (DOJ) and a thorough background check. A waiver for reference and background information must be completed.
Possession of, or ability to obtain, a valid Class C California driver's license at time of appointment. A safe driving record is required and must be maintained during period of employment.
City of Santee employees are designated Disaster Service Workers through state law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
Physical Demands & Working Conditions
The physical demands of this position may require working outside in inclement weather with significant noise, fumes, odors and dust levels. There is potential for exposure to environmental, physical and chemical hazards. Varying periods of walking, driving a motorized vehicle, standing and sitting, and continuous travel to different work sites and locations are required. The mental functions include ability to read, write, make basic mathematical computations, operate a computer, operate a motorized vehicle, use a camera, and apply skills to problem solve and manage projects in multiple locations.
This position is considered part-time temporary and does not receive any benefits other than participation in the appropriate retirement plan (CalPERS or PARS). The City only participates in the Medicare portion of social security.
PARS participants contribution 3.75% of salary to their retirement account, which is matched by the City.
PERS participants currently contribute a percentage of salary to their retirement account based on their retirement formula, with the City paying the additional required amount.
