Primary TLT Senior Capital Projects Coordinator Job Responsibilities:
- Manage various SWLOB capital projects from initiation (Stage Gate 1) through options
analysis (Stage Gate 2). This includes development of problem or opportunity
statements, cost estimates, seeking approval for funding, coordinating and facilitating
meetings, and procurement of consultants through City of Seattle contract processes.
Responsible for keeping projects on time, within budget, and consistent with the
SWLOB policies. - Analyze project needs, identify problems, and develop solutions that consider financial,
social, and environmental factors. - Develop and present clear technical documents, proposals, and presentations.
- Support capital projects through design, contracting, and construction as the LOB
Representative. The LOB Representative approves scope and funding additions. Must be
able to read and understand engineering design plans and specifications to provide input
from the SWLOB's perspective. Must also be able to review various contractor
submittals, RFIs, and assist in negotiating change orders. - Collaborate and coordinate with various internal and external stakeholders including the
Project Delivery and Engineering Branch, Finance, Solid Waste Operations, SDOT,
WSDOT, consultants, members of the community, contractors, and regulatory agencies
(Washington Department of Ecology, King County Industrial Waste, King County
Public Health, etc.) to ensure successful project delivery. - Support operational needs by assisting in identifying aging infrastructure and major
maintenance gaps that require capital funding or new contracts. Assist in the scoping and
bid process for both new SWLOB vendor contracts or the renewal of City-wide blanket
contracts heavily used by the SWLOB.

Experience: Four (4) years of project or construction management or related experience.
Education: Bachelor's degree in Architecture, Engineering, Business Administration, Urban Planning, or similar fields of study.
Desired Qualifications:
- Familiarity with industrial facility drainage permitting including Washington State Department of Ecology Industrial Stormwater General Permit and King County Industrial Waste
- Documented experience of capital project lifecycles from planning phases, engineering design, construction, and closeout
- Experience in cross-functional teams or matrixed organizations where coordination with various stakeholders is required
- Familiarity with public works contracting and government procurement processes
- Documented experience in project management related to solid waste facilities including but not limited to transfer stations, closed landfills, and hazardous waste facilities.

The full salary range for this position is $61.94 per hour - $72.26 per hour.

This position requires the selected candidate to work 5/days in-office, and specific schedules will be agreed upon by the employee and their supervisor.
