Summary
Under supervision, the Maintenance Operator I will perform entry/trainee level labor and maintenance tasks in the maintenance, construction, and repair of wastewater treatment plant facilities, city streets and right of way, storm water drainage facilities, parks, open spaces, building facilities and cemeteries. Because of the small size of the city staff, each staff member is expected to perform a wide range of office and field duties as may be required from time to time.
Distinguishing Career Features
This is the entry level class in the Public Works Operations series. An employee of this class working under direct supervision participates in one of the Public Works Operations Teams (Streets/Stormwater, Parks/Facilities, Wastewater or Cemetery) in construction, operation, maintenance, and repair activities. This position requires an entry level of skill, judgment and responsibility while working and ensuring the timely and efficient completion of operation and maintenance programs. The principal duties of this position are generally performed in an outdoor environment, which may involve adverse weather conditions and related hazards. Advancement to the Operator II position requires a minimum of two (2) years of service as Operator 1 and satisfactory review by the Maintenance Operations Supervisor, or Wastewater Treatment Supervisor
Essential Duties and Responsibilities
- Performs qualifying tasks associated with training and learning how to participate in the construction, maintenance and repair of city streets, sidewalks, storm drainage collection system, pump stations, and wastewater treatment plant
· Participates in semi-skilled interior building maintenance such as plumbing, carpentry, and other semi-skilled trade work.
· Assists higher level plant operators, or maintenance operators as assigned.
- Cleans and performs safety inspections of city parks.
- Participates in daily inspection and preventive maintenance on assigned equipment prior to operating and refers defects or needed repairs to immediate supervisor.
- Participates in efficient operation of all types of city equipment as needed including but not limited to tractors, mowers, trucks, backhoes, single and dual axle dump trucks, excavators, Street Sweepers, asphalt patcher, man-lift, street sweeper, snowplow, Catch Basin Cleaner (Vactor) truck, pavement stripers, and other small equipment as needed.
· Participates in work in the construction and maintenance of facilities, including clearing, grading, drainage, and foundation work and installation of equipment.
- Performs snow & ice control including plowing snow and operating a sander truck.
- Participates in underground utility locating for the City’s utility systems as needed.
- Participates in construction, maintenance and repair of storm water systems and other utility systems; assists with ordering and stocking utility pipe and fittings; assist with hauling material to and from quarry as necessary.
- Participates in cleaning, inspection, monitoring, and maintaining manholes, vaults and catch basins.
- Participates in maintenance duties of wastewater and storm water pump stations including wet wells, pumps, valves, piping, and control systems and assists with yard maintenance duties.
- Participates in maintaining streetlights, guardrails, signs, striping and other traffic control devices.
- Participates in sets up and removal of temporary traffic control devices per the traffic control flagger certification handbook.
- Installs and removes holiday decorations as needed.
- Responds to emergency situations including floods, windstorms, snowstorms.
- Assists in paving streets and asphalt pre-leveling operations in preparation for chip sealing, or slurry sealing projects.
- Participates in maintaining alleyways and drainage ditches including vegetation management.
- Participates in efficient operation of trucks of various sizes and weights in the loading, hauling, and unloading of various equipment, materials, and supplies.
- Maintains accurate records of work completed, and other required records; learn and utilize computers and appropriate software to track maintenance operations.
- Opens and closes, locks, and unlocks facilities as directed.
- Participates in burials and inurnments at Union Cemetery as required.
- Serves as a member of various employee committees for various purposes.
· Performs all duties in conformance to appropriate safety, health, and security standards, including OSHA, WISHA, L&I, and City Policies.
· May perform short-term duties in other divisions as required.
· Maintains ability to be reached by City to greatest extent practicable.
Qualifications
Knowledge and Skills
This position requires an entry level knowledge of equipment, methods and procedures used within the Public Works Operations, and Wastewater Treatment Divisions, and entry level skill in the use of tools and equipment needed for division operations. Must be able to adhere to a strict time schedule, be punctual and a self-starter.
Abilities
Requires the ability to learn and carry out the qualifying essential functions of the position with or without supervision and technical guidance. Requires the ability to diagnose operational problems and perform effective maintenance and repairs on equipment. Requires the ability to learn and independently maintain assigned maintenance and operational processes and procedures. Requires entry level ability to use computer-aided hardware and software. Requires the ability to record and compile data and information. Requires entry level ability to interpret drawings, utility maps, equipment instructions and maintenance manuals. Requires the ability to maintain accurate and detailed logs and records of work. Requires the ability to work well with others in a team environment. Requires the ability to respond to emergency situations outside of normal working hours.
Physical Abilities
Requires the ability to stand, walk, and manipulate (lift, carry, move) light to medium weights of up to 50 pounds on an intermittent basis, pushing, pulling, guiding over 50 pounds on an infrequent basis. Requires the ability to stoop, kneel, and crouch to place and move work objects. Requires the ability to perform full arm extension and movement out and overhead. Requires sufficient hand-eye coordination, hand and finger dexterity including ability to grasp, and visual acuity to operate equipment and read technical and safety information. Requires the ability to work on varying work shifts and in disagreeable work conditions that have septic and chemical exposure risks.
Education and Experience
· Graduation from high school or GED equivalent, and,
· Two (2) years’ experience in construction or a field like Public Works operations.
Licenses and Certificates
· Valid Washington State Driver's license with Class B CDL and Air Brake Endorsement, or the ability to obtain one within six months.
· Valid First Aid and CPR cards or ability to obtain within six months.
· Valid Washington State Traffic Control Flagger license or ability to obtain one within six months.
· Certified Erosion & Sedimentation Control Lead (CESCL) certified or the ability to obtain within six months.
Other Licenses which are Desired and may be Required.
· Pesticide Certification.
· BNSF Safety Certification.
Working Conditions
Work is performed indoors and outdoors where extensive safety considerations exist from physical labor, moving equipment, chemical reactions, septic situations, and temperature, odor, and noise extremes. Exposure to noise of wastewater treatment plant machinery and other equipment; mechanical and electrical hazards of operating equipment; fumes and odors of sewage, chemicals, and gases; potential contact with raw sewage: toxic substances such as chemicals, cleaners, solvents, and gases; all types of weather and temperature conditions. Work and/or walk for long periods of time on various types of surfaces including slippery or uneven surfaces and rough terrain. Subject to 24-hour emergency callbacks and routine assignment to on call rotation; requires working varying hours, overtime, weekends, and holidays. The work environment is informal, team-oriented, having both routine and variable tasks with variable pace and pressure. Work is performed both indoors in plant areas and outdoors in field and collateral facilities.
