Project Employee - Grants Writer
Performs Grant Applications and Technical Writing for Private, State, and Federal Grant Awards. There are several avenues to target funding for City priorities, and this position will work together with both internal and external partners in gathering the needed materials to make strong applications on behalf of the City. Renewal and new funding is critical to the City and can assist in all avenues of the City and Public.
CLASS CHARACTERISTICS
This is an advanced-level professional classification. Functions as a researcher, advisor, and technical expert in grant applications. Independently perform the full range of routine to complex research, writing, and data analysis. Responsibilities include varied, specialized, and complex work involving independent decision-making responsibility and accountability. Decisions may have significant unit, division, or City-wide service delivery as well as regulatory and/or budgetary/financial impact; potential significant programmatic impacts are discussed with appropriate management staff and supervisor.
SUPERVISION RECEIVED AND EXERCISED
Employee works independently with minimal supervision. Receives broad assignments and/or tasks and is responsible for independently developing a plan of action and approach; work assignments are reviewed generally upon completion, and for overall results.

EXAMPLES OF JOB FUNCTIONS
- Research Private, State, and Federal Awards that the City is eligible to apply for.
- Work with internal departments, and city leadership on needed funding priorities.
- Create a process for Departmental and Leadership requests for Grant Writing Assistance.
- Create a process for Departmental and Leadership to request Grant Opportunity research.
- Assist Departments and Leadership through the City Application and Contract Process.
- Works with related Departments, such as Purchasing, Accounting, Grants, Police, Fire, and others as needed.
- Performs independent research for Grant Opportunities.
- Determine Grant Research and Writing needs for software.
- Completes and submits Private, State, and Federal Grant Applications.
- Works with internal and external partners on collecting Letters of support.
- Ability to manage grant application process, through execution with the funder and the City, and coordinate with internal departments about the funding received.
- Performs related work as required.
COMPETENCIES
- Knowledge of federal and state funding sources and agencies, systems, regulations and requirements pertaining to grant applications.
- Knowledge of grant writing and application processes, federal and state terminology, classifications, and definitions applicable to awards of financial assistance.
- Skill in the use of business software applications, such as word processing, database, email and spreadsheet programs, and the ability to learn specialized software applications related to records management and federal reporting systems.
- Skill in organization of work and time management.
- Skill in critical thinking and analysis.
- Ability to write reports, business correspondence, and procedure manuals, develop technical documentation, and communicate about technical subjects with people who possess little to no technical background.
- Ability to research, analyze, and interpret general business periodicals, professional journals, technical procedures, or government regulations.
- Ability to concentrate for long periods, paying close attention to detail.
- Ability to facilitate meetings and to effectively present information and respond to questions from groups of managers, members, governmental bodies/boards, and the general public.

Employee frequently interact with staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures. Travel to offsite work locations may be required. Depending on city policy, a work from home in-office hybrid schedule may be allowed.

Open-Entry Requirements:
- Education: Bachelor’s degree from an accredited four-year college or university in Business, Public Administration, Government, Technical Writing, or related field.
- Experience: Two years of experience with experience in professional grant writing for Private, State or Federal Grant applications.
Licenses and Certifications:
- Must possess a valid driver’s license or evidence of equivalent mobility.
