Project Employee - Public Safety Answering Point Implementation Administrator


This position will remain open until filled.

The Public Safety Answering Point (PSAP) Implementation Administrator will assist with oversight and implementation during the establishment and operational integration of a public safety communications systems within a (PSAP). This role involves project management, collaboration with key stakeholders, technical oversight, and ensuring compliance with relevant standards and regulations. The Administrator will lead the implementation of technologies such as CAD (Computer-Aided Dispatch), RMS (Records Management Systems), 9-1-1 trunks, and radio communications to enhance emergency response capabilities. The implementation administrator will work closely with the City's administration team, public safety agencies, vendors, contractors and elected officials to ensure adherence to standards, deadlines, budgets and regulatory compliance. This position will also assist with identifying training needs and troubleshooting efforts for staff.

SUPERVISION RECEIVED AND EXERCISED
This position reports directly to the Deputy City Administrator and works within the authority established therein. Exercises no direct supervision of employees but employee may exercise technical and functional guidance to, and provides training to staff and stakeholders.

EXAMPLES OF JOB FUNCTIONS
  • Oversee all phases of the PSAP implementation project, including planning, development, coordination and execution. Ensure that the project is completed on time, within scope, and on budget.
  • Facilitate communication and coordination across City departments and stakeholders to identify and account for emergency communications requirements, coordinate timelines, and ensure effective, timely implementation is completed on schedule and within framework scope.
  • Ensure all systems and processes meet industry standards, local, state, and federal regulations related to public safety communications.
  • Serve as the primary liaison between public safety departments, government officials, vendors, and contractors by fostering partnerships with leadership across the City, including but not limited to Police, Fire, IT, HR, and Civil Service.
  • Lead efforts to manage changes in technology and workflow within the PSAP. Engage with diverse stakeholders, dispatchers, first responders, and the public to secure buy-in and ensure smooth transitions.
  • Develop and monitor project timelines, budgets, and resources to ensure successful execution of the project.
  • Develop relevant operational policies and procedures.
  • Participate in the development of job and class specifications.
  • Identify training and support needs for personnel transitioning to the new system.
  • Identify and resolve any operational or technical issues that arise during the implementation phase.
  • Maintain detailed project documentation, timelines, budgets, and progress reports. Provide updates to leadership and stakeholders on project status and performance.
  • Other duties as assigned.
REQUIREMENTS
Knowledge of:
  • Public safety systems such as Computer Aided Dispatch (CAD), Records Management System (RMS and other PSAP technologies), 9-1-1 trunks, radios communication systems and other dispatch technologies.
  • PSAP operations, emergency response protocols and workflows that support effective public safety operations.
  • Relevant local, state and federal regulatory compliance standards.
  • Stakeholder coordination and collaboration.
  • Risk management principles.
  • Contract management.
  • Budgeting principles and management.
Skill in:
  • Project management expertise (preferably PMP certified).
  • Leveraging leadership and teamwork capabilities to accomplish collective goals.
  • Technical troubleshooting and systems integration.
  • Interpersonal communication and negotiations.
  • Training and change management.
Ability to:  
  • Manage multiple tasks and ensure the project is completed on time and within budget.
  • Analyze problems, identify alternate solutions, project consequences of actions and implement recommendations in support of defined goals.

  • Collaborate with diverse stakeholders.
  • Adapt to changing priorities.
  • Asses and evaluate project progress.
Education:
  • Bachelor’s degree in Emergency Management, Public Safety, Information Technology, or a related field (or equivalent experience).
Experience:
  • Project management: Specifically proven experience in large-scale public safety or municipal projects. Additionally, must possess demonstrated experience in positions that required the coordination of multiple workstreams, led teams across functions and sectors, and executed a strategic plan.
  • Public safety experience:  Specifically proven experience in emergency communications, law enforcement or fire/EMS.  Additionally, must possess demonstrated leadership experience in positions emphasizing the vital importance of emergency communications within public safety operations and leading initiatives that highlight the impact of emergency communications on public safety outcomes.
  • Relationship Management and Collaboration:  Specifically proven experience demonstrating ability to collaborate and communicate effectively with local officials, state agencies, vendors, and emergency service providers to foster strong working relationships and achieve common goals.  Additionally, must possess proven experience leading change and securing support from first responders, dispatchers, the community and additional stakeholders.
  • Technical Knowledge: Specifically demonstrated foundational understanding of key ASAP systems (such as CAD, RMS, 9-1-1 trunks, and radio communications equipment) and their impact on public safety is essential. Familiarization with overseeing software contracts and managing related processes. 
Preferred qualifications:
  • Experience in dispatch operations, including leadership in a PSAP/dispatch center.
  • Experience in construction management.
  • Deep understanding of emergency communications technologies.
  • Legal expertise
  • Financial management, budgeting, and grant writing/management.
  • Experience interpreting and compliance with relevant laws, codes and guidelines.
WORK ENVIRONEMENT
This is project-based position will require between 20-40 hours per week, requiring flexibility and occasional after-hours work, particularly during system installation and testing phases.  Occasional travel to attend meetings and other facilities may be required. The position may involve working in high-pressure, time-sensitive situations, particularly during implementation phases.
