Job Description
ESSENTIAL DUTIES AND RESPONSIBILITIES
1. Provide good customer service to both internal and external customers; maintain positive and effective working relationships with other City employees (especially members of their own team), and have regular and reliable attendance that is non-disruptive.
2. Investigate all complaints and calls for assistance within the City Limits of Springdale for overall cleanliness, adequate disposal of garbage and rubbish, high grass and weeds, and inoperative vehicles.
3. Do proactive inspections of properties in assigned ward.
4. Prepare forms and letters advising property owners and tenants of possible violations and time allowed for correcting deficiencies.
5. Utilize resources and programs such as parcel maps, utility companies, county data etc. to establish ownership, determine the “record owner” and mortgage holders of properties in violation within the city limits.
6. Enforce city codes and regulations pertaining to health, safety, welfare and issue computer-generated violations, warning notices and citations when necessary.
7. Collect and maintain detailed records to support findings.
8. Provide supporting documentation and testimony when necessary for arraignments and court appearances when violations are challenged.
9. Answer any and all questions that pertain to the specific ordinances that the Neighborhood Services Division enforces.
10. Enter all actions that are taken on valid complaints, unfounded complaints, citations issued, follow-ups on complaints, narratives on complaints, etc. into record keeping software.
11. Obtain permission from owners and tenants to enter property to inspect residential and commercial property and grounds to determine compliance with City ordinances and property maintenance codes.
12. Educate the public, frequently on-site during contacts, on the City’s ordinances, codes, specifications, and regulations while maintaining positive relationships.
13. Attend code enforcement school(s), seminars, and training as required.
14. Perform other duties as required or assigned.

EDUCATION AND EXPERIENCE

CERTIFICATES, LICENSES, REGISTRATIONS
Must possess a valid Arkansas Driver's License.
PUBLIC CONTACT
Daily contact with utility companies, the general public, business owners, and property owners.
EMPLOYEE CONTACT
Regular contacts within the department and with other departments as needed.
USE OF MACHINES, EQUIPMENT AND/OR COMPUTERS
Must be proficient in the use of a personal computer, Microsoft Office Suite, Outlook email software, Apple applications and software, AS400, telephone, copy machine, camera, vehicle, and cell phone.
OTHER SKILLS AND ABILITIES
Ability to utilize both internal and external resources to obtain information and data necessary to carry out routine assignments and special projects. Must have ability to establish and maintain effective working relationships with management and staff. Have a broad understanding of the numerous departments that work closely together and be able to direct residents to the appropriate department or division. Exercise independent judgement in determining the proper pathways and time frames to bring properties into compliance.
