JOB DESCRIPTION
This is a full-time management position in the Code Enforcement Department and is responsible for code enforcement and inspection functions for all properties within the City of St. Marys. Included review and inspection required by the City's Home Rule Charter and City Ordinances not administered by the Police Department. Responsibilities include inspection and code enforcement in property maintenance, building, health, and miscellaneous areas.
ESSENTIAL FUNCTIONS
- Enforces the City’s Code Enforcement Ordinances.
- Assists residents with interpretation of City ordinance rules and regulations.
- Registers and tracks City Code violations from enforcement to compliance.
- Inspects properties for City Code violations based upon public complaints or routine inspections.
- Issues notices of violation and files citations and/or private criminal complaints in connection with code violations.
- Assists the general public, contractors, or agents with acquiring and completing permits issued by this office (i.e. building permits, use certificates, home occupations, sewage disposal permits, certificates of compliance, driveway sewer permits, etc.).
- Inspects properties for ordinance violations and files private criminal complaints in connection with ordinance violations.
- Provides written reports on violations, convictions, and other actions.
- Investigate sewage and drainage complaints to ensure reasonable safeguards have been taken against the hazards of inadequate, defective, or unsanitary sewers, storm drains, or drainage ways.
- Inspects rental and owner-occupied housing and property for conformance with the building code and property maintenance code.
- Works with the Public Relations Officer to establish public information regarding code enforcement for publishing as general information.
- Assists with administering the City’s sidewalk program.
ADDITIONAL FUNCTIONS
- Assist the Building Code Official and Chief Code Official with related duties.
- Assist the GIS Coordinator with data collection and aggregation.
- Receives and forwards streetlight malfunction complaints to power company.
- Designated U.S. Census liaison.
- Contributes to the team by performing other duties as needed or directed by the City Manager.
MINIMUM QUALIFICATIONS
- High School Diploma.
- One or more years at a technical school in subjects appropriate to the duties of the position.
- Experience in Code Enforcement.
- Experience with various building and constructions trades.
- An equivalent of education, experience, and/or training may be considered.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES
- Thorough Knowledge of the Pennsylvania Municipal Planning Code, as well as development related design, means, and methods.
- Skills in establishing and maintaining effective working relationships with individuals affected by inspection and enforcement.
- Ability to exercise good judgment, courtesy and tact in working with other employees and the public.
- Ability to read and interpret engineering plans and specifications to determine conformity of work with specifications and with code requirements.
- Ability to move about easily at construction sites.
- Ability to use MS Word or other office software tools to compose various types of correspondence of a routine manner.
- Ability to maintain files and other clerical records to prepare accurate reports.
- Ability to exercise good judgment, courtesy and tact in working with other employees and the public.
SPECIAL REQUIREMENTS
- Valid Pennsylvania Motor Vehicle Operator’s License or ability to obtain the license.
WORK ENVIRONMENT
- While performing the duties of this job, the employee works both inside and outside during various weather conditions. The employee will travel to work sites when necessary.
