Invites Applications For The Position Of:
The City Planner position has an excellent benefits package
which includes, but is not limited to education/certification
incentive program, annual merit program, longevity program,
and city paid State Disability Insurance. The annual salary for
the position is $73,477 to $111,340. Placement within this range
is dependent on qualifications and incentives obtained.
Position’s salary matrix subject to increase per fiscal year based
on annual CPI Index.
The City provides the following benefits:
General Leave:
Vacation: 12 days in year 1, 15 days in years 1-5, 17 days in
years 5-10 and increases thereafter
Sick Leave: 13 days of paid sick leave per year
Administrative Leave: 68 hours each fiscal year
Medical, Dental, & Vision Insurance: The City of Susanville
offers excellent Medical, Dental, and Vision Insurance.
Employee currently pays $60 per month and receives medical,
dental, and vision coverage for employee, spouse, and eligible
dependents. Medical insurance is currently a 90/10 plan, with
annual deductible of $150 (individual) and $450 (family),
annual maximum out of pocket is $3,000 (individual) and
$6,000 (family).
Retirement: The City participates in the California Public
Employees’ Retirement System (CalPERS). For legacy
members, the benefit level is 3% @60, employee share is 8%,
paid by employees. For new members, the benefit level is 2%
@62, employee share is 6.75%, paid by the employee.
Holidays: 13 paid holidays per year and 1 floating holiday
IRS Section 125 Deferred Compensation Plan available
$50,000 Life Insurance paid for by the city ($25,000 in Life
Insurance & $25,000 in Accidental Death & Dismemberment)

City Planner
ABOUT THE POSITION: Under the direction of the Assistant Director of
Engineering, the City Planner plans, organizes, and directs the city's planning
functions; coordinates city's planning and community activities with other
governmental agencies and community groups and provides recommendations on
planning and community development issues. The City Planner acts as a division
supervisor and has broad responsibility for drafting planning policies, programs, and
services within the city, under the guidance of the Assistant Director of Engineering.
The City Planner supervises the Code Enforcement Officer and supports the code
enforcement program and code enforcement case management. The City Planner is
distinguished by their broad knowledge of environmental, regional, and community

QUALIFICATIONS:
Preferred Qualifications:
Four-year degree from an accredited college or university in planning, urban
studies, public administration, political science, or other related field
Five (5) years of professional planning experience; at least three (3) years of which
must be in a government agency
Licenses/Certificates:
Possession of or ability to obtain and maintain a California Driver's License
Additional Experience or Ability to:
• Functions and responsibilities of a public planning and community development agency. • Annexations,
LAFCO, Zoning Code compliance, Subdivision Map Act, GIS. • Principles, practices, and procedures of
community planning, community development, community rehabilitation, regional planning, and
environmental review as applied to areas of varying size, population density, terrain, and land use. •
Techniques used in the establishment of community development and rehabilitation programs. • Federal,
State, and local laws, rules, and regulations related to planning, zoning, community development and
community rehabilitation activities. • Community Development Block Grant and Economic
Development Block Grant programs. • Project administration and tracking. • The ability to perform land
use analysis and basic knowledge of ARCMAP GIS. • Plan, organize, direct, and coordinate the planning
functions, community development programs, community rehabilitation activities and public and private
projects of the city. • Supervise and train Community Development Division staff. • Formulate, evaluate,
and make recommendations on zoning policies, land use ordinances, community development
programs, and community rehabilitation activities. • Assist with Administration of the Community
Development Block Grant and Economic Development Block Grant Program. • Interpret and explain a
variety of planning and zoning laws, ordinances, and regulations. • Collect and analyze data and prepare
both comprehensive and concise reports. • Prepare and administer the departmental budget;
demonstrate tact and diplomacy with the public. • Establish and maintain effective working relationships
with those contacted in the course of work. • Represent the city at Commission meetings: LAFCO,
Historic Review, Airport, ALUC, and Planning Commission. • Assist with Economic Development
activities and project management. • Serve as the Flood Plain Administrator of the city. • Prepare General
Plan, Zoning Code, and Housing Element updates. • Interpret CEQA and NEPA procedures.
