Procurement Analyst II (Sr 5% ) May be considered if experience, education and experience are shown.Highly responsible procurement work to develop, manage, and administer formal solicitations and contracts of commodity and service, and construction projects utilizing various formal solicitation types, including price quotes, Invitation to Bid (ITB), Request for Proposals (RFPs), and Request for Qualifications (RFQs). Reports to the Purchasing & Contracts Administrator.
EXAMPLE OF DUTIES
Administer and manage formal solicitations (ITB, RFP, RFQ) for procurement of goods and services.Oversee the full procurement process, including initiation, bid preparation, contract negotiation, and contract closeout for a variety of general services, equipment, commodities, and minor construction projects.Ensure compliance with municipal and government procurement standards and audit procedures.Coordinate and manage the requisition and purchase order processes in alignment with procurement policies and procedures.Negotiate contracts and prices with vendors and modify contracts as needed.Prepare and review specifications, scopes of work, and pricing requirements for procurement projects.Perform analytical tasks, including reviewing, evaluating, and resolving procurement-related issues.Utilize intermediate Excel spreadsheet skills to create, format, and track procurement data and reporting.Elicit and gather necessary information from stakeholders, demonstrating strong writing and problem-solving abilities.Oversee inventory coordination, maintenance, and tracking control processes.Prepare clear, concise written reports and make recommendations for actions based on procurement findings.Maintain strong interpersonal and communication skills, working effectively with vendors, contractors, and internal teams.Perform other duties as assigned or as necessary to support the procurement function.KNOWLEDGE, ABILITIES, AND SKILLSA foundation of basic knowledge, such as may have been gained through a business associates baccalaureate program or its equivalent in experience, training and study. Buyer level or above certification in purchasing from a nationally recognized purchasing association is highly desirable. Knowledge required includes: Knowledge of formal advertising and negotiated bid procedures sufficient to obtain specialized services or commodities for the City. This includes skill in techniques to negotiate contract prices and terms with contractors.Ability to learn department procedures/duties, and ability to learn City policies.Knowledge of required clauses and special provisions, to plan and carry out the procurement and to recommend award.Knowledge of sources of supply and characteristics of specific industries sufficient to identify potential suppliers, assure adequate competition, and evaluate bid responsiveness and responsibility of the bidders.Knowledge of price analysis sufficient to review contractor proposals and bids, and to perform analyses using previous price history, commercial price lists, market prices, or other methodologies to assure reasonableness of prices.Knowledge of purchasing principles, methods, and procedures, including legal requirements governing City purchases as defined in City Charter and Florida Statutes.Knowledge of the operation of a personal computer. Skilled in word processing and spreadsheet software applications (e.g. Microsoft Office software programs).Construction procurement experience is preferred.Ability to work independently and as part of a team.

Possession of a valid Florida Operator's license with an acceptable driving record.During occasions of local emergencies this position may be required to report to perform emergency tasks, which may result in extended work hours as well as extended periods of time away from family members.
