What are the responsibilities and job description for the Risk Manager (At-Will) position at City of Torrance?
Develops, implements, administers and coordinates risk management programs designed to minimize losses and to assure the efficient and economical operation of the City's liability claims, organization wide insurance, employee safety, and loss control programs; and performs related work as required. The Risk Manager is also designated as the organization’s ADA Coordinator.
This position reports to the Deputy Finance Director and works closely with the City Attorney’s Office, Workers’ Compensation Manager and exercises direct supervision over contracted third party claims professionals, insurance broker and office support staff.
This position is eligible for 10% merit based increase during first year of employment.
Any combination of education and experience that would have provided the required knowledge and skills is qualifying. A typical way to obtain the knowledge and skills would be;
Five (5) years of progressively responsible professional experience in the administration of risk management, safety or similar programs involving Workers' Compensation, property/casualty and liability claims which includes one year of experience supervising professional, technical and support staff;
AND
Graduation with a Bachelor's degree from an accredited college or university with major course work in Public or Business administration, Human Resources Management or a related field. Specific or substantial experience, in addition to the five (5) years required, which prepares one to perform the job duties may be substituted for the required education on a year for year basis.
Experience working in the public sector is desirable.
License and/or Certificates
Possession of a valid class California Class C driver's license.
Professional designation by the Insurance Institute of America as an Associate in Risk Management (ARM) or Associate in Risk Management for Public Entities (ARM-P) or Associate in Risk Management –ERM (ARM-E) is desirable.
Self-Insurance Administrator's Certificate of Achievement is desirable.

Plan, organize and manage the risk management and loss control programs, including Workers’ Compensation, liability, self-insurance and safety plans;
Manage the work of subordinates including coaching staff for improvement and development, training, assigning, monitoring and evaluating work performance, counseling and disciplining staff and resolving grievances.
Implement and evaluate long-range plans for reducing City losses and costs associated with general liability, workers’ compensation, property, health, and casualty exposures;
Analyze insurance policy provisions to determine the existence and extent of liability;
Analyze, classify, and rate risks, exposure and loss expectancies;
Negotiate and administer insurance contracts and resolve problems and issues;
Develop, implement and administer innovative and cost-effective risk management programs and services;
Prepare and maintain complex insurance coverage documents;
Assess settlement value of claims;
Project losses, expenditures and funding requirements;
Foster a teamwork environment;
Lead, coach, instruct and motivate employees;
Facilitate the resolutions of public complaints relative to ADA;
Research, evaluate and recommend policies and programs to comply with state laws and regulations;
Plan, coordinate and manage multiple programs and projects;
Understand, interpret, apply and explain laws, codes, regulations, policies and procedures;
Conduct studies, analyze data, evaluate alternatives and develop recommendations to resolve problems or issues;
Communicate effectively orally and in writing;

Special Requirements
Performance of the essential duties of this position includes the following physical demands and/or working conditions:
Requires the ability to exert a small amount of physical effort in sedentary to light work involving moving from one area of the office to another; requires sufficient hand/eye coordination to perform semi-skilled repetitive movements, such as computers and calculators. Tasks require sound and visual perception and discrimination, as well as oral communications ability. Tasks are regularly performed without exposure to adverse environmental conditions.
Work is primarily performed indoors in an office setting. Work involves frequently changing work priorities and the ability to meet deadlines. There will be off-site assignments and attendance at off-site meetings and conferences. On occasion, work will be required on evenings and weekends.
