General Statement of Job
Performs a variety of duties in support of certified law enforcement personnel that do not require the direct involvement of a sworn officer.
City Expectations:
Certain essential city services are required to be maintained in any civil emergency. Depending upon the type of emergency, any and all employees may be activated as essential employees in the event of an emergency.
Specific Duties and Responsibilities
Essential Functions:
- Receives, records, investigates and resolves code/ordinance violation complaints.
- Assists sworn officers with various duties and responds to non-emergency calls for assistance.
- Patrols parking zones in designated areas to monitor parking restrictions. Writes and issues citations to owners of vehicles in violation of city parking regulations.
- Performs traffic control for accident scenes, school crossing, hazardous situations and special events.
- Provides front lobby receptionist duties and administrative support as required. Responds to inquiries regarding departmental operations.
- Maintains radio contact with designated supervisors and police personnel when appropriate.
- Safely and efficiently drives and operates city vehicles as required.
- Inspects properties and buildings to ensure compliance with all laws, regulations, City codes and ordinances.
- Explains City codes and ordinances to citizens or affected parties and provides technical advice regarding corrective actions.
- Issues letters for voluntary compliance and notice of violations to secure code/ordinance compliance. Conducts re-inspections to determine if appropriate corrective action has been taken.
- Initiates actions against owners failing to comply with City code/ordinance violations. Prepares code ordinance violation cases for consideration by the City Code Enforcement Board and testifies at board meetings as required.
- Accurately and legibly completes and maintains records, reports, forms, case files and other required documentation.
- Responsible for staying current with all applicable codes, standards and licenses.
14. Safely and efficiently drives and operates city vehicles as required.
15. May be required to make presentations to public groups and community organizations on code enforcement.
Responsibilities:
Responsible for ensuring property owners are in compliance with City Codes and Ordinances to safeguard the life, health and welfare of the community. Responsible for assisting sworn law enforcement personnel with non-criminal enforcement assignments to provide a more efficient and effective emergency response and enhance the safety and security of citizens. Responsible in work to the Community Resource Manager.
Minimum Education and Training
High school graduate or equivalent with two (2) years experience that provides a working knowledge of regulatory code and ordinance processes. Must possess, or have the ability to obtain within one (1) year from date of hire, certifications in Florida Code Enforcement Officer Level I, Florida Department of Law Enforcement (FDLE) Parking Enforcement Specialist, FDLE Traffic Control Specialist, & Cardio Pulmonary Resuscitation (CPR). Must be of good moral character as determined by a thorough background check, with no conviction of felony or a misdemeanor involving perjury or false statement.
Minimum Qualifications and Standards Required
Skill Requirements:
Ability to interpret and enforce ordinances, regulations, and codes with tact and impartiality. Must be able to work independently of direct supervision and capable of sustaining regular and predictable attendance. Awareness of occupational hazards and safety precautions connected with this type of work. General knowledge of rules, regulations and procedures pertaining to the operations of the police department. Ability to listen and communicate effectively; explain violations/compliance requirements to affected property owners, make oral presentations to the City Code Enforcement Board, and complete all forms and reports legibly and accurately. Capable of prioritizing and completing multiple tasks, handle the pressure of deadlines and deal with difficult people with courtesy and self-control. Ability to properly retain and dispense confidential information. Ability to establish and maintain effective working relationships with co-workers, supervisors, government officials, other City employees and interact with the public in a professional, respectful manner; maintaining the trust, faith and confidence of supervisory personnel. Possess a valid Florida Driver’s license, free of any serious violations.
Requires a working knowledge of the current version of the Microsoft Office Professional software suite including proficiency with Word and Excel. Must have a basic understanding of the current version of the Microsoft Windows operating system. Familiarity with Superion Software applications based on an iSeries system is preferred. Working knowledge of the current versions of Microsoft Outlook and Internet Explorer is also highly recommended. Ability to learn specific computer applications used in Police Department.
Physical Requirements:
Ability to bend, stoop, kneel, step, reach, lift and stand. Capable of working outside in all kinds of weather and walking for prolonged periods of time. Must have good eyesight and hearing with or without aides; and speak clearly and distinctly. Reasonable accommodation will be considered for individuals with physical disabilities.
Working Conditions:
Work is performed both indoors and outdoors in all kinds of weather. Required to work a variable daytime schedule that includes holidays and weekends. May be required to work overtime as needed.
