Job Duties:

Job duties for the Account Clerk III include the following:
Maintain internal accounting records for three or more funds and seven or more budget units
Reconcile accounting records with the City’s general ledger financial system (Oracle Financial Cloud)
Produce financial reports from these records on a monthly and as needed basis
Process payment vouchers, journal transfers, cash transmittals, accurately and on time
Provide complex analysis of accounts and maintain sufficient records to support these analyses
Assist with budget preparation, expenditure, and revenue projections
Monitor revenue and expenditure accounts for performance compared to budgeted amounts
Prepare departmental billing and monitor accounts receivable
Complete purchase requisitions and orders
Assist with departmental records management functions
Provide guidance and assistance to both internal and external customers daily
Participate in developing departmental guidelines and staff training presentations
Participate in the maintenance of the fixed asset inventory
Audit vendor financial records and reports for contract compliance
Prepare special reports for management as needed
Supervise and assist subordinate staff if applicable
Furnish information to other city departments, vendors, and the general public
Participate on teams and/or committees

Minimum Requirements:
MINIMUMS:
High school or GED plus three (3) years experience in such positions as account clerk or bookkeeper; or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.
SPECIAL REQUIREMENTS:
All employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies.
May require a passing score of 30 words per minute on a typing test.

Preferences:
In addition to the minimum requirements, the ideal candidate for this position will have experience listed in the preferences below. Candidates with the preferred experience should ensure the information is provided in the application.
Intermediate level or higher Proficiency with Microsoft Office Suite (Outlook, Excel, Word, PowerPoint, etc., especially Excel)
Experience with municipal policies and procedures; experience utilizing financial management databases such as GovMax, Insite, Oracle or similar
Experience with financial record keeping procedures, account reconciliations, research methods, and reporting techniques and procedures such as found in General Accepted Accounting Principle guidelines and/or other accounting/bookkeeping best practices
Knowledge of internal control procedures pertaining to financial processes
Experience developing and/or revising applicable guidelines and procedures
Ability to prepare complex financial and statistical reports
Experience in organization of both electronic and paper files and documents
Experience providing quality customer service by establishing and maintaining effective working relationships with the general public, departmental staff and management, vendors and other City agencies
Ability to identify problems or situations and work independently to recommend solutions
Ability to clearly and concisely express ideas both verbally and in writing
Ability to comprehend and follow oral and written instructions
Ability to prioritize workload to meet deadlines
May be required to work outside of 8-5pm time frame for special projects as needed
