JOB FUNCTION/ PURPOSE:

The Wastewater Plant Operator is responsible for performance of on-site water/wastewater treatment plant operation and for the effectiveness and efficiency of the overall treatment plant operation. This position reports to the Lead Plant Operator or designee.

RESPONSIBILITIES:

ESSENTIAL JOB FUNCTIONS

· Plans, organizes, and directs the operations for the water/wastewater treatment facility.

· Develops daily, monthly, and yearly reports on the operation of the facilities and chemicals used in the purification process.

· Maintains the treatment systems operations, maintenance, and administrative records.

· Maintains inventory control and requisitions necessary supplies and equipment.

· Assists in preparation of budget for sufficient funds to operate and maintain the treatment facility effectively and monitors expenditures.

· Analyzes operational data to determine changes and improvements required to accomplish the objective of the facility more effectively.

· Maintains efficient plant operations and maintenance.

· Completes operational status reports used for permit compliance.

· Identifies maintenance needs and makes recommendations.

· Performs preventative maintenance tasks as needed.

· Responsible for overseeing the apprentice training program.

· Considerable public contact with private vendors/suppliers and local and state regulatory agency inspectors.

· Coordinates work with other divisions and departments. Maintains accurate records and prepares reports.

· Attends meeting and training sessions to keep current with plant operations and advancements in the water and wastewater field.

NONESSENTIAL JOB FUNCTIONS

· Performs other duties as assigned.

CERTIFICATIONS AND LICENSES:

· Must receive a State of Florida "C" Wastewater Treatment License within 12 months of employment

· Required to obtain and maintain a CDL class “B” license within 12 months their employment.

· Must possess and maintain a valid Florida Operators Driver's License with an acceptable driving record.

WORK HOURS/SHIFT DUTIES

· Tasks are performed on an assigned shift, normally a rotating shift which will change quarterly.

· The facility must be manned 24-hours per day utilizing three, 8-hour shifts, (7:00 am to 3:30pm, 3:00pm to 11:00pm and 11:00pm to 7:00am).

· Evening and night shift operators are required to have radio contact with the emergency dispatcher in the Electric Department.

KNOWLEDGE, SKILLS. AND ABILITIES

· Comprehensive knowledge of modern water/wastewater treatment plant principles and operating practices.

· Knowledge of the hydraulic, chemical, and mechanical principles pertinent to water/wastewater treatment plant operations.

· Thorough knowledge of mechanical and electrical equipment used in water/wastewater facilities is necessary.

· Thorough knowledge of chemical principles as well as laboratory practices and procedures as it relates to water/wastewater facilities is necessary.

· Ability to detect flaws in the operation of plant equipment and to determine proper remedial measures.

· Working knowledge of the functions of the various divisions of the department.

· Ability to keep records and prepare written reports, schedules, and operational procedures.

· The duties assigned per shift are included in the Standard Operating Procedures Manual.

· Lab tests that are run per shift and other operating assignments are identified in the Standard Operating Procedures Manual and must be followed.

· Ability to work overtime and/or be on call.

· Ability to establish and maintain effective working relationships with City officials, subordinates, other employees, and the public.

· Receives assignments both written and oral from the assigned supervisor.

· Plant operators perform direct customer service.

· Must possess excellent telephone manners to resolve an odor complaint or other customer service concerns.

· Communicates clearly and courteously to assist others.

EDUCATION AND EXPERIENCE REQUIREMENTS:

· Must have a High School Diploma or GED-Required

· Must have 1 year documented experience in wastewater facility-Preferred.

· 2080 hours in a wastewater facility-Preferred.

RESIDENCY REQUIREMENT

The employee must reside within 35 minutes of City Hall (50 NW Main Street) using a mapping program.

PHYSICAL AND DEXTERITY REQUIREMENTS: Physical and dexterity refers to the requirement for physical exertion and coordination of limb and body movement.

Requires medium to heavy work that involves walking, standing, stooping, lifting, pushing, and raising objects and involves exerting between 20 to 50 pounds of force on a regular and recurring basis and 50 to 100 pounds of force on an occasional basis.

ENVIRONMENTAL HAZARDS: Environmental hazards refer to the job conditions that may lead to injury or health hazards even though precautions have been taken.

The job may risk exposure to extreme heat and/or cold, bright/dim light, dusts and pollen, wet or humid conditions, extreme noise levels, animals/wildlife, vibrations, fumes and/or noxious odors, traffic, moving machinery, electrical shock, heights, disease/pathogens, toxic/caustic chemicals and explosives.

SENSORY REQUIREMENTS: Sensory ability refers to hearing, sight, touch, taste, and smell required by the job.

The job requires normal visual acuity and field of vision, hearing, speaking, color perception, sense of smell, depth perception, and texture perception.

ADDITIONAL INFORMATION/REQUIREMENTS

During periods when the City Mayor issues an emergency declaration for the City of Williston, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
