Job Overview
A Public Works employee is responsible for; reading residential and commercial water meters and recording water consumption; identifying water meter equipment problems and performing water meter maintenance; providing general labor and assisting with routine preventative maintenance and repairs on city water and wastewater facilities and equipment; performing a variety of unskilled or semi-skilled maintenance work, and operating a variety of equipment in the construction, operation, repair, and maintenance of city streets and street drainage projects.
Responsibilities
-Performs a variety of maintenance work and operates a variety of equipment (such as backhoe, trencher, loader, and dump truck) in the construction, operation, repair, and maintenance of city sewer, streets, and water drainage projects.
-Installs or repairs water and sewer systems, including making water and sewer taps; removing and replacing water meters, cleaning out, repairing, or raising manholes to ground or street level, and repairing or installing water lines.
-Inspects and/or repairs street drainage systems and sewer system at frequent intervals to ensure that all aspects of the systems are functioning properly.
-Performs required labor involved in construction and maintenance projects as part of a crew, including pavement cutting, ditch digging, manhole and line cleaning, main and pipe repair, laying and back-filing.
-Performs routine maintenance on water, sewer and street construction vehicles.
-Responds to complaints regarding leaks in pipes; evaluates situations; explains findings to supervisor
-Verifies readings in cases where water consumption appears to be abnormal and records possible reasons for fluctuations.
-Directs customers’ questions about water services and water charges to the utility billing department as needed.
-Ensures that meters are registering properly, reports to supervisor on meter conditions, defects, or suspicious conditions.
-Provides water utility customer services including re-reading meters, turning meters on and off for new accounts and finalized accounts.
-Inspects meters for unauthorized connections and reports findings to supervisor immediately; also, may be required to prepare/fill out document(s)/affidavit(s) related to the unauthorized use of water (city services) for filing with the Municipal Court.
-Flushes water lines to ensure water quality; utilizes chlorine level testing device and other testing instruments.
-Performs utility locates; locates city water and sewer lines for contractors and construction.
-Spreads and shovels sand, asphalt, concrete and patching compounds in the construction, repair, and maintenance of streets.
-Mows, weed-eats and maintains city right-of-ways and city owned properties.
-Cleans ditches and maintain city culverts.
-Sets up barricades, cones, construction signs and flags as needed.
-Performs traffic control duties in and around work zone.
-Loads, unloads, and moves heavy objects.
-Collects and disposes of dead trees, limbs, trash, and debris found along city streets, p-parks, and other areas of the City, as needed.
-Performs all duties in conformance with appropriate Federal, State and local safety and security standards, and attends training sessions as required by law and/or the City of Wills Point.
-Performs other duties as may be required by the Public Works Director as well as the City Administrator.

- Must possess the ability to be trained in the materials, methods, techniques, and terminology used in maintenance and repair activities related to the city’s water/wastewater system, including how repair parts are applied to the water system including hydrants, pumps and valves.
- Must have knowledge of basic mathematical skills including percentages, fractions, decimals, and ratios.
- Regular and timely attendance in required.
- Must have the ability to interpret and apply policies, procedures, and standards to specific situations.
Experience and Education:
Must have a High School diploma or equivalent.
License and Certificates:
Must possess, or be able to obtain by the time of hire, a valid Texas Driver’s License without record of suspension or revocation in any state; Employees with ten (10) points or more on driving record will not be allowed to operate City vehicles or equipment per guidelines of City Insurance, Texas Municipal League (TML). This restriction on driving record may subject an employee to termination as determined by the Department Head and the City Administrator.
Must possess the ability to obtain a “D” Water and/or “D” Wastewater license as mandated by the Texas Commission on Environmental Quality (TCEQ). Must pass the “D” Water and/or “D” Wastewater examination within one (1) Year of initial application. (TCEQ Chapter 30- Occupational Licenses and Registration states- the application becomes void either after 365 days from date of application or failing the same examination four (4) times, whichever occurs first.)

Primary functions require sufficient physical ability to work in a field setting and operate assigned equipment and power tools; pushing/pulling; frequent waking, standing, bending and stooping, lifting of objects; sitting, squatting, climbing, reaching above shoulders, upward and downward flexion of neck; side-to-side turning of neck, lifting of objects weighing up to one hundred (100) pounds and have the ability to push, pull or carry up to two hundred (200) pounds with assistance; use hands to operate objects, tools, and/or controls; most have the ability to operate a motor vehicle to assist in carrying out the business of the Public Works Department and the City of Wills Point.

While performing the duties of a Public Works employee, the employee works both indoors, sometimes, but rarely, in an office environment, and outdoors, often in inclement weather conditions, including but not limited to rainy, wet, humid, snow, ice, cold and hot weather conditions. The employee occasionally works near moving mechanical parts, in high and precarious locations, exposed to exposed to fumes or airborne particles; occasionally exposed to toxic, caustic or carcinogenic chemicals; exposes to extreme cold, extreme heat, loud noise vibrations, and may be exposed to aquatic hazards. Exposure to the noise of jackhammers and equipment and underground-overhead utilities; fumes and odors; dust from excavation, dry chlorine, asbestos pipe, and PVC.
Other Requirements:
Employee must be willing to live within a 30-minute response time area.
Employee is required to have a telephone at his/her residence for emergency availability and may be required to respond to an emergency on a 24-hour per day basis. Employee may also be required to carry a cellular telephone furnished by the City. Additionally, employee is expected to respond as soon as possible to non-emergency calls from the City Administrator or other City representatives unless the caller states otherwise.
