What are the responsibilities and job description for the Civil Engineer position at City of Winston-Salem?
Performs intermediate advanced technical work designing, constructing, inspecting and maintaining of a variety of water and wastewater projects, and related work as apparent or assigned. Work is performed under the limited supervision of the Utilities Capital Projects Engineer.
- Serves as Project Field Engineer for construction projects involving water distribution and wastewater collection systems, and water/wastewater treatment facilities.
- Serves as a liason between consultants, contractors, other municipal departments and agencies, as well as the general public.
- Reviews designs, plans, specifications, construction cost estimates, schedules, and other items prepared by consulting engineers for accuracy, completeness, and code compliance.
- Coordinates construction bid process with engineers, contractors, City/County Purchasing Department staff, etc. including preparation of bid documents, pre-bid conferences, bid openings, and pre-construction meetings.
- Reviews and approves submittals, invoices, and payment applications by engineers and contractors.
- Reviews and inspects construction of projects, processes change order documentation, and participates in progress meetings.
- Responds to and meets with property owners regarding issues related to easement acquisition, schedules, and construction activities.
- Prepares Request for Qualifications packages and participates in the selection of consulting engineering firms for design, bidding, and construction administrative services.
- Negotiates and approves scope of services and fees for consulting services.
- Prepares items for City/County Utility Commission approval.
Physical Requirements: This work requires the occasional exertion of up to 25 pounds of force; work regularly requires speaking or hearing and using hands to finger, handle or feel, frequently requires sitting and repetitive motions and occasionally requires standing, walking, stooping, kneeling, crouching or crawling, reaching with hands and arms and pushing or pulling; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, operating motor vehicles or equipment and observing general surroundings and activities; work is generally in a moderately noisy location (e.g. business office, light traffic).
Special Requirements
- Registration as a Professional Engineer in the State of North Carolina or Engineering Intern in pursuit of North Carolina Professional Engineer registration.
- Valid driver's license in the Sate of North Carolina.
