What are the responsibilities and job description for the EPIDEMIOLOGY AND PROGRAM EVALUATION COORDINATOR position at City of York?
This position is grant funded and not guaranteed continuous.Coordinates epidemiology/data management for all Health Bureau programs by providing technical guidance and assistance in the creation of data tools to capture information desired for programs and services; outcome analysis; and support for grant requirements. Ensuring quality and integrity of program data. Identifying data needs and setting up/ utilizing systems to capture relevant program data; and assisting staff members and/or consultants to integrate existing data with relevant data sources in the community.
Generate reports, analysis, and evaluation of all programs from information acquired from data and other sources by compiling and extrapolating data from various programs using established tools and reporting templates. Utilizing specialized health information systems to generate data and reports. Completing program grantor funding requirements for specified data; provide data in format requested. Researching and preparing data indicators for Annual Health Plan. Participating in Bureau’s program meetings to keep up to date on programs and specialized health data systems utilized at Health Bureau – i.e. National Electronic Data Surveillance System (NEDSS), PA-Statewide Immunization Information System (SIS), electronic health record. Assisting staff in development of outcome measurements and evaluation for grant purposes.
Assess community health status by gathering and analyzing primary and secondary data by coordinating community health needs assessment activities including City – specific assessment and planning activities and participating in County and Regional level efforts. Develop methods to gather primary data; source and compile secondary data. Analyze data to determine community health status; develop reports to disseminate findings to various audiences. Develop mechanisms and systems to assess health trends related to key indicators and the impact of Health Bureau programs and initiatives on key indicatiors.
Serve as a data liaison/contact person for data requests, reports, and program reporting by serving as initial point of contact for both internal and external data requests. Attending relevant meetings with external partners as determined. Coordinate subcontractors to support epidemiology and program evaluation functions.

Experience: Over three (3) years up to and including five (5) years research and evaluation experience preferred.
Valid Class C driver’s license issued by the Commonwealth of Pennsylvania
All persons who become employed by the City on or after the effective date of this section (May 18, 2022) shall be or become residents of York County or any county contiguous to York County (Adams, Cumberland, Dauphin, Lancaster, Hartford, Baltimore, and Carroll Counties), within six months form the first date the employee achieves permanent employment status.
