Pay And Benefits

Annual Pay Range: $75,798.22 - $96,124.29

Hourly Pay Range: $36.441450 - $46.213599

Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position. This position is classified as a Management Analyst 2.

JOB DETAILS AND QUALIFICATIONS

We seek a financial professional dedicated to public service and a talent for managing complex budgets to join our Housing & Community Development Division (HCDD) as the division’s Budget Management Analyst.

Within the Department of Health, Housing, & Human Services, in this role, you will contribute to essential programs that create housing opportunities and support economic growth for low and moderate-income residents throughout our county. HCDD plays a vital role in the community, managing programs for affordable housing, community improvement projects, and housing rehabilitation loans, all aimed at fostering a better quality of life.

In this role, you will perform critical budgeting functions for a $190 million budget, including planning, tracking, forecasting, balancing, and analyzing financial data. As a critical member of the division's Finance team, you will work independently and collaboratively to ensure compliance with various funding sources, prepare and present financial reports, maintain financial systems, and provide insights that guide HCDD's programs. Your expertise will be essential in partnering with internal departments and external stakeholders to align budgeting practices within the division's strategic goals and community needs.

Your daily responsibilities will include conducting comprehensive financial analysis, maintaining fiscal oversight, and ensuring compliance with grant requirements. You will develop monthly, quarterly, and annual budget-to-actual reports and oversee a contract database. You will assist program managers with defining scopes of work, drafting performance measures, and ensuring contract compliance. You will also manage purchase order processes, update records based on budget adjustments, and resolve discrepancies in financial data. Additionally, you will support accounts receivable, inter-fund billing, and audit preparation, contributing to seamless budget administration.

The ideal candidate for this position will have significant experience with public sector budgets and a thorough understanding of state and federal grant funding. Analytical proficiency and strong financial reporting, data analysis, and budgeting skills will be essential, along with a collaborative spirit and the ability to convey complex financial information clearly to various audiences.

Required Minimum Qualifications/ Transferrable Skills:*

  • A minimum of four (4) years of related relevant budget, financial analysis, and audit experience that would provide the required knowledge and skills to perform the responsibilities of this position
  • Experience collecting and analyzing data, and providing recommendations based on findings
  • Experience with federal, state, and foundation funding sources
  • Experience preparing clear, accurate and concise communication within established timelines
  • Ability to communicate complex issues to individuals with various levels of knowledge and understanding of the issue
  • Demonstrated experience providing strong customer service
  • Ability to work independently, manage multiple priorities, and meet deadlines in a fast-paced environment

Preferred Special Qualifications/ Transferrable Skills:*

  • Experience of accounting and budgeting in government setting, including supporting budget development, tracking on a fund/grant basis and providing financial reports to funders
  • Experience with People Soft, Open Gov, and Microsoft Office (Excel, Word, PowerPoint, Adobe, etc.)
  • Bachelor’s Degree in Accounting, Finance, Public Administration, Business, or a closely related field
  • Familiarity with performance-based budgeting and outcome measurement techniques to enhance program evaluation and decision-making

TYPICAL TASKS

Duties may include but are not limited to the following:

  • Supports the annual budget planning process by calendaring deadlines, coordinating schedules, identifying and coordinating schedules, identifying and communicating status and deadlines, and gathering and preparing materials.
  • Analysis of financial stats & records, prepare financial reports for internal and external use; research, develop, and maintain financial system/internal controls; research, analyze & resolve contract and payment/budget issues; prepare journal entries; reconcile revenue/expenditures; run monthly/quarterly/annual YTD budget to actual reports for division and department.
  • Analysis of financial stats & records, prepare financial reports for internal and external use; research, develop, Prepare, administer/monitor division budget; analyze complex fiscal data & report to management; review & provide recommendations to management for budget requests; monitor/control expenditures for compliance with budget; forecast revenue & expenditures; prepare supplemental budget/budget change requests; analysis of budget data & advises management team on budget impacts.
  • Maintains the division contract database and monitors contracts for compliance; researches and resolves contractor performance/payment issues and disputes.
  • Prepare purchase orders and review open encumbrance availability; update purchase orders based on approved budget adjustment; research and resolve purchase order, payment, and GL reconciliation issues
  • Facilitates and monitors new/amended contracts; supports program managers in defining and writing the scope of work, performance measures, etc.
  • Reviews contracts to ensure the accuracy of the contract amount and fiscal-related matters before routing to management for signature.
  • Provide backup support to accounts receivable and inter-fund billing.

WORK SCHEDULE

This position is included in the County’s alternate workweek program, working 40 hours during a standard workweek of Monday through Thursday (Fridays off). Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended. This position is eligible for hybrid on-site/telework subject to the Clackamas County Teleworking Policy and based on the Department’s business needs. The exact amount of on-site/telework and schedule will be discussed with the hiring manager during time of offer. Telework locations cannot be located outside of Oregon or Washington. Washington residents must perform 50% of their time on-site at Clackamas County.

The Housing and Community Development Division (HCD), within the Department of Human Services, manages programs to provide decent housing and economic opportunities, community improvement and affordable housing projects and housing rehabilitation loan programs for low and moderate income residents of the County. HCD is comprised of the Housing Authority of Clackamas County (HACC) and Community Development Division.

The Housing Authority of Clackamas County is a public corporation, established under the federal Housing Act of 1937 and the provisions of Chapter 456 of the Oregon Revised Statutes. Although it is a separate public corporation, the HACC falls under the administrative structure of Clackamas County government. Created in 1938, HACC was the first housing authority established in the State of Oregon. The HACC provides affordable, safe, decent and sanitary housing opportunities in a fiscally responsible manner to low-income people in Clackamas County.
