Classification Summary:

 

Individuals in positions allocated to this class will train and learn to perform efficient, courteous and reliable dispatching service involved in the operation of the power system. This includes receiving and dispatching trouble calls and other calls for service, making good decisions and taking appropriate action by restoring service utilizing supervisory control on transmission and distribution system in accordance with operating procedures.

 

Work is performed under the general supervision of the Energy Control Supervisor or assigned Power System Operator who evaluates performance on a periodic basis through monitoring of dispatching service and feedback from operating units.

 

Essential Job Functions

 

(Note:  These job functions are intended only as illustrations of the various types of work performed in positions allocated to this class. Individuals in this position are expected to learn the following (but not limited to) tasks:

 

  1. Performs Dispatching Services. Receives and dispatches trouble calls and other calls for service. Dispatches service crews during outages. Coordinates with power suppliers and other personnel during major outages or required switching. Writes and executes switching orders for, and issues clearances on, transmission and substation equipment in parts of the system covered by Energy Control operating jurisdiction, in a manner that will ensure the safety of personnel and equipment. 
  2. Supervisory Control System. Makes decisions and restores service by supervisory control on transmission and distribution system in accordance with operating procedures. Implements the Cooperative’s load shedding procedures during generating capacity shortages or emergency conditions when requested by Seminole Electric Cooperative’s System Coordinator or the FRCC Reliability Coordinator. Controls generators and load management systems as requested by Seminole Electric Cooperative. 
  3. Monitors Power System.  Monitors voltage and load levels on the power system and takes corrective action on system alarms for SCADA/Load Management and power system. Receives and relays pertinent information and data as received. Obtains weather information important to system operation and load management and takes appropriate action as necessary.  Reports major outages and other unusual conditions to Energy Control Supervisor. 
  4. Operation of Equipment. Operates all equipment associated with the Energy Control Center such as computer systems, radios, printers, paging equipment and load management equipment. 
  5. Produces and Distributes Documentation. Maintains records and logs as required by operating procedures. Distributes documents to appropriate personnel. 
  6. Coordination. Assists with coordinating activities between the Cooperative and Seminole Electric Cooperative, Florida Power & Light and Duke Energy Florida on repair and patrol of their lines during routine and emergency conditions. 
  7. Safety. Practices safe work habits in the performance of all job duties and is familiar with and follows those portions of the Cooperative Safety Manual that pertain to the position. 
  8. Other Essential Duties.  Each employee is responsible to perform other duties as required to benefit the Cooperative and its members, includes responding to and/or assisting in emergency situations.

     

     

    Other Job Duties

     

    1. Performs duties pertaining to burglar alarms, fire alarms, security and use of facilities after hours.

     

     

    Minimum Training and Experience:

     

    This position requires an Associate’s degree from an accredited college or university plus two (2) years of experience performing OH/URD line construction and maintenance, substation maintenance or related duties, preferably in a utility environment.

     

    Substitution:

     

    Additional specifically related education in a technical or electrical related degree program may substitute for the required experience on a year for year basis.

     

    Additional related job experience may be substituted for the required education on a year for year basis.

     

    Individuals in this position must maintain a valid State of Florida driver's license.

     

    This position requires the employee to be capable of working a shift by themselves within twelve (12) months of employment.

     

     

    Knowledge, Skills and Abilities:

     

    Working knowledge of Microsoft Office and the ability to learn and apply software programs to job responsibilities.

     

    Ability to operate, use and respond to alarms on the SCADA/Worldview system, the outage analysis system, the CIS system, radios, paging systems, and facility security, burglar alarms and fire alarm systems.

     

    Ability to study and interpret manuals that relate to performance of job.

     

    Ability to read, understand and use electrical symbols, maps and circuit diagrams, as well as, equipment and operations manuals to restore service and operate the power system.

     

    Excellent communication skills, in both listening and speaking, including legible handwriting.

     

    Ability to distinguish colors.

     

    Ability to get along with other people.

     

    Ability to act quickly and calmly in emergencies and to give and follow complex written and oral directions in exact detail.

     

    Ability to perform or switch between multiple tasks or duties simultaneously.

     

    This position requires the employee to work shift work and be available for call-in when necessary.
