The Director of Hayes Child Development Center is responsible for the daily operations and management of the Hayes Child Development Center to include the safety and welfare of children and staff, ensure implementation of high-quality education, and provide an instructional atmosphere for work study and practicum students through partnership with Clover Park Technical College’s Early Care and Education Program. The Director will oversee the implementation and standards for the ECEAP program to support low-income families through resources and individualized partnerships.

Duty:  Manage and oversee staff at Hayes Child Development Center, including staff, work-study, and practicum students.
Tasks Include:
  • Recruit, hire, train, and evaluate staff, including student workers. 
  • Oversee and approve leave requests for staff, leave reporting,g and approve bi-weekly time sheets.
  • Coach and mentor staff daily to identify and address behavior concerns, individualized care plan goals for children (IFSP/IEP), curriculum development, classroom environment, scheduling, health and safety practices, problem-solving techniques, family support plans, and conflict resolution. 
  • Collaborate with staff to create professional goals through observation and assessment measures, formal and informal discipline, agency-initiated improvement plans, best assessment measures, best practice methods, and staff survey results on an annual basis. 
  •  Provide training to staff to fulfill professional development needs/goals. 
  • Collaborate with Early Care in Education faculty and staff to coach and mentor student workers by supporting class objectives and outcomes, training, and compliance with Center expectations, developing personal and professional skills, and achieving program progress and completion. 
  • Consult with staff regarding delicate parent situations, complaints, legal situations, staff scheduling and management faculty issues.

Duty:  Oversee the daily operational needs of Hayes Child Development Center and program components.
Tasks Include:
  • Manage and enforce the implementation of Washington State licensing regulations, Early Achievers and NAEYC standers for all staff, student workers and parents. 
  • Review, update and implement Center policies and procedures annually or as grants and state regulations require. 
  • Conduct family orientations to share center policies, identify family barriers and provide them with information and support through CPTC resources. 
  • Obtain nurse consultant to conduct children’s health monitoring, staff training for medication management for children at Hayes as needed, and comply with DCYF, NAEYC, ECEAP and other funder/partner regulations. 
  • Uphold developmentally appropriate teaching methods by staying current with research-based practice, theories or early learning and articulate within the program and community. 
  • Create and track program goals for deliverables such as Strengthening Families Assessment, NAEYC, ECEAP, Early Achievers, etc. • Collaborate with staff to create and track classroom goals, analyze technology-based data, and evaluate quarterly. 
  •  Communicate with staff regarding building and equipment maintenance, conduct monitoring or emergency drills and safety checklists, and ensure complete work orders for compliance. 
  •  Support classrooms to ensure ratio compliance. 
  • Facilitate effective communication and collaboration among staff.

Duty: Oversee all aspects including the implementation and compliance for the ECEAP Grant. 
Tasks Include:
  • Monitor documentation in child files, Teaching Strategies, ELMS, and Child Plus to ensure compliance with standards. 
  • Formulate a budget for each grant, including an allocation plan, Center service delivery plan, staff informational sheet, and yearly calendar. 
  • Collaborate with advocates and ECEAP Family Support Specialist regarding enrollment eligibility, family orientation, parent engagement activities, budget expenses and materials, referrals and outreach, team meetings and staffing, CPS situations and DSHS status. 
  • Communicate with PSESD to address child and family concerns, program support, classroom environment and teacher observations based on class and quarterly monitoring visits. 
  • Monitor completion of online module trainings, in-person trainings and renewal of expired documents for all staff to include student workers.
  • Participate in monthly meetings at PSESD to receive and share information with staff; update policies and procedures as needed.

Duty: Prepare and monitor multiple budgets and provide fiscal planning.
Tasks Include:
  • Formulate, monitor, and reconcile the Center's budgets, including employee salaries/benefits, food costs, supplies, and equipment.
  • Maintain accounts receivable and coordinated with the finance department regarding Hayes's parent accounts including fee adjustments and collection. 
  • Tracked and maintained DSHS subsidy for families, completed monthly invoicing, payments, collection, and termination. 
  • Reconcile monthly expenses to include Center ECEAP, Associated Student Government (ASG) and Foundation budgets that assist student’s Hayes tuition costs. 
  • Develop, submit, and monitor the ASG budget that assists students with childcare costs at Hayes.

Duty: Maintain ongoing communication with all constituents, including current and potential families, CPTC Faculty, staff and students, and community members.
Tasks Include:
  • Monitor the waitlist to ensure the process is updated regularly 
  • Communicate with student and community parents regarding emergencies. 
  • Review and update enrollment paperwork to maintain required standards that coincide with CPTC polices/procedures, and ECEAP. 
  • Demonstrate the ability to listen, mediate, handle volatile situations, teach life skills, and problem-solve with adults from various educational levels and cultural backgrounds. 
  • Ensure program components reflect the Center/campus's diverse population, including all families, to support their individual needs and accommodations. 
  • Represent CPTC as a DSHS, DoH, PSESD, CCA, NAEYC, DEL, DCYF, and OSPI communication liaison. 
  • Oversee an affiliation agreement with the Early Care and Education program to receive professional assistance and training for staff and participate in monthly department meetings and ECE advisory board. 
  • Participate in associations, coalitions, committees, events, pilot projects, and conferences to gain knowledge for professional development and enhance program development and fiscal opportunities. 
  • Support the Student Success Division by participating in leadership meetings and divisional trainings, communicate pertinent information to the Vice President of the Student Success office and division deans, and develop and track enrollment/retention goals and outcomes for Hayes. 
  • Other duties as assigned pertinent to Hayes and CPTC.



  • Bachelor's degree in Early Childhood, Education, Elementary Education, a related Social Science program, or a related field with extensive experience. 
  • Two years of early childhood supervision experience as a director, assistant director, or program manager. 
  • Knowledge of funding sources for childcare centers 
  • Two years of experience with Microsoft Office suite.
  • Masters degree in Early Childhood, Elementary Education or related Social Science field. 
  • Experience in developing and coordinating parent advisory groups. 
  • Knowledge of PeopleSoft (ctcLink).
