POSITION SUMMARY

The Housing Stability Support & Data Liaison (Liaison) provides essential administrative and logistical support for CLUES' Housing Stability programs, including homelessness prevention services and the Motel Voucher Program. The primary responsibilities of this role include comprehensive data entry, case documentation, motel coordination, logistical support for families in temporary housing placements, and landlord engagements. The Liaison ensures accurate and timely documentation of program participants, supports tracking of service delivery, and maintains organized records for reporting and compliance purposes.

The Liaison works closely with the Housing Stability team, external and internal partners, such as motel staff, landlords, and other and community-based organizations to ensure that individuals and families are connected to necessary resources and services. They will use a trauma-informed approach and bilingual skills (Spanish / English) to deliver services effectively.

Position Type : Temporary

Schedule : Full-Time. Monday - Friday Office hours, with some evening & weekend hours.

Estimated Pay : $20 - $21 per hour (depending on experience & qualifications).

Benefits : Temporary Full-Time employees are eligible to receive Medical insurance under ACA. Temporary employees also receive all legally mandated benefits (such as workers' compensation insurance, Social Security, and mandatory sick and safe time accrual).

ESSENTIAL DUTIES AND RESPONSIBILITIES

Administrative & Data Management

  • Complete data entry and administrative support for homelessness prevention services and the Motel Voucher Program using designated databases (e.g., HMIS, HomeKeeper, Salesforce).
  • Manage participant files and ensure documentation is properly organized and stored according to agency and grant guidelines.
  • Assist with the coordination and dissemination of program disclosure materials, such as privacy policies and consent forms, for triaged participant requiring immediate support.
  • Support Housing Stability Navigators in preparation and distribution of support services, such as gift cards and essential supply distributions, to eligible participants.
  • Perform weekly, biweekly, and / or monthly data quality reviews; communicate with assigned case manager, or directly with participant to collect necessary data.

Program Support, Navigation, & Engagement

  • Serve as primary point of contact for motel coordination, ensuring smooth communication between motels, participants, and CLUES staff.
  • Assist in managing check-in and check-out logistics for families utilizing the Motel Voucher Program.
  • Track motel occupancy and availability, ensuring proper documentation of placements and transitions.
  • Serve as a liaison between CLUES and landlords to facilitate the collection of required documentation, including W9 forms, Landlord Verification forms, and missing tenant-related paperwork.
  • Conduct monthly distribution of marketing materials, flyers, and program calendars to landlords with whom CLUES has previously collaborated
  • Identify and recruit new landlords to expand the referral list and increase housing opportunities for program participants to foster and maintain positive relationships with landlords to support participant placement and housing stability
  • Support Housing Navigators' basic navigation activities and assistance for participants in accessing community resources, such as housing appointments, food shelves, and public benefits. Such as helping to enroll for supplemental services, such as Financial Capability, Rental Workshops, tax prep services, among others.
  • Serve as a liaison between participants and various local organizations, county services, legal support for immigrants, and public benefit programs (SSI, SNAP, etc.). Facilitate warm hand-offs to ensure participants are fully connected to services and resources.
  • General Duties

  • Participate in community outreach events, resource fairs, and program specific clinics (e.g., walk-in housing navigation services).
  • Maintain participant confidentiality in accordance with HIPAA, agency policies and other applicable laws, regulations, and ethical standards.
  • Promotes the mission, operating values, and services of CLUES within the community.
  • Carries out all other duties as assigned by supervisor .

  • QUALIFICATION REQUIREMENTS

    Education, Experience & Key Abilities

  • High school diploma or GED required. Associate's or Bachelor's degree in human services, social work, business administration, finance, or related field preferred, but not required.
  • 1 year of customer services experience required.
  • Ability to develop and communicate concise action plans for participants, and thoroughly summarize case notes during, or after every participant interaction.
  • Familiarity and knowledge of community support services and other regularly utilized referral sources preferred.
  • Must be organized, have the ability to work under pressure and stress, have attention to detail and the ability to multi-task in a fast-paced environment.
  • Self-motivated and proactive problem solver.
  • Strong computer background and knowledge of software applications including Microsoft Word, Excel, Outlook, and Internet.
  • Equivalent combination of education and experience may be accepted.
  • Language Skills

  • Effective communication in English and Spanish, both verbally and in writing required.
  • Ability to read, analyze, and interpret written materials, maintain accurate documentation, and respond appropriately to questions and requests.
  • Transportation

  • Must have access to a reliable motor vehicle for independent transportation, valid driver's license, proof of automotive insurance, and maintain a good driving record. Must submit to and pass annual recertification of compliance with CLUES Automobile and Transportation Policy and driving record check.
  • Reasoning Ability

  • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
  • Computer Skills

  • Proficient working knowledge of email software, the Internet, databases, and common Windows-based programs, including Microsoft Office Word, Excel and PowerPoint required.
  • WORKING CONDITIONS

    Background check

  • Must pass a criminal background check and driving record check. As a condition of continued employment, staff person may be required to submit to and pass these background checks, including resubmission and reverification of passing these background check requirements.
