What are the responsibilities and job description for the Engineering Division Manager - Water System position at Cobb County Government?
This position is essential to the Water System. It manages the Engineering Division of the Water System, which includes water, sewer, and water reclamation facility design and construction management; sewer system evaluation surveys; planning; site plan review; inspections of developer installed water and sewer infrastructure; and infrastructure records management and mapping. Manages, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
Coordinates work activities of Engineering & Records Division: prioritizes work activities in order to meet objectives; ensures subordinates have the proper resources needed to complete the assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex and problem situations and provide technical expertise; and provides progress and activity reports to upper management as requested.
Manages staff involved in the planning, condition assessment, design, and performance evaluation of water distribution, wastewater collection and water reclamation for the County: oversees selection of consultants; reviews project deliverables and progress reports; prepares recommendations for projects and programs; reviews operating reports; maintains awareness of proposed and new federal state and local regulations;
Provides technical assistance to staff regarding design, construction, contracts, plan review, and other issues.
Oversees staff and outside consultants providing construction and project management; oversees and participates in engineering and design activities: monitors project progress, budget, and reporting; and reviews and approves invoices and pay requests.
Supervises the acceptance, updating and publishing of Water Utility data for the County.
Oversees staff implementing infiltration and inflow reduction program, including condition assessments, field investigations, system-wide planning, scheduling and implementing rehabilitation and replacement projects, and flow monitoring: reviews. Assists in providing staff for audits of water use.
Develops and implements operating budget for assigned areas: allocates department resources; monitors expenditures to ensure compliance with approved budget; and maintains related documentation.
Interacts with the general public in order to solve problems, provide information and maintain positive and cooperative relationships in the community; attends community activities to represent the division and its interests in community affairs.
Plans long-range goals, objectives, organizational structure, direction, and projects for the division to allow the water system to fulfill its service delivery mission; implements Capital Improvements Program.
Maintains a comprehensive, current knowledge and awareness of applicable laws, regulations, policies and procedures: recommends changes to Cobb County Code, maintains and awareness of pending legislation, and trends and advances in the profession; reads professional literature; maintains professional affiliations; participates in continuing education activities; attends meetings, workshops and seminars; and makes presentations as appropriate.
Represents the division, agency, and/or the County on various boards and committees.
Participates in and/or initiates the negotiation of inter-governmental communications and agreements. Participates in creation of County-Developer agreements.
Assists in development and updating of Water System policies and procedures. Works with other County Departments to update County Development Standars and County Code. Assists in preparing recommendations to the Board of Commissioners for Water System rates and fees.
Performs other related duties as assigned.
Minimum Qualifications
Bachelor's Degree in Civil Engineering, or related field required; supplemented by ten years of progressively responsible experience in engineering activities for a large scale water and/or wastewater utility, to include lead or supervisory experience or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.Must possess and maintain a valid Driver's License.
Must possess and maintain a valid Georgia Professional Engineer license or be licensed in another state and obtain a Georgia Professional Engineer license by comity within one year.
