What are the responsibilities and job description for the Tax Specialist I - Tax Commissioner position at Cobb County Government?
There are two positions available in the Tax Commissioner’s Office at one of our 5 locations:
- Main Office (736 Whitlock Ave, Suite 100; Marietta, GA 30064)
- East Office (4400 Lower Roswell Rd; Marietta, GA 30068)
- South Office (4700 Austell Rd; Austell, GA 30106)
- North Office (2932 Canton Rd; Marietta, GA 30066)
- West Office (3858 Kemp Ridge Rd; Acworth, GA 30101)
Performs cashier duties: calculates various taxes and fees; assesses penalties; receives monies in payment of taxes, fees, insurance lapse fees, fines, and other departmental fees or services; records transactions; issues receipts; makes cash drops; balances cash to documentation; performs daily balance of cash, check, credit and debit transactions; and secures cash drawer at close of day.
Analyzes, interprets and evaluates information obtained from state records, medical disability letters and other legal instruments: determines legal ownership and proper course of action regarding motor vehicle registration, titling and taxation; determines home exemption qualifications; conducts homestead audits; verifies identification, proof of residency, correct ownership, perfection of lien, and other documentation; issues license plate types; issues correct year decal and handicap decals as mandated; and monitors assigned inventory.
Processes registrations, tags, titles, and/or disabled placards: verifies accuracy and completeness of documentation; determines taxable value; enters data into departmental computer systems; issues initial tags and titles and disabled placards; processes renewals, special requests, and requests for prestige plates; cancels tags; files changes of address; corrects titles; adds or removes liens; assists commercial drivers and fleet owners with apportionment license plates and taxes according to the International Registration Plan; and maintains related documentation and files.
Conducts research to resolve routine tax issues: receives and responds to issues concerning tax bills, tax laws and regulations, city and County ordinances, assessments and valuations, exemptions, bankruptcy, widow years' support, condemnations, liens, rejected payments, and other tax related issues; and refers difficult questions to supervisor/manager for resolution.
Collects real estate, personal property, mobile home, and public utility taxes using single and batch processing. Sorts, scans, and processes property and motor vehicle mail. Approves and processes homestead exemptions, and mail address changes, including reviewing, approving, and data entry. Responds to requests and inquiries from taxpayers in person, by mail, phone, or fax.
Utilizes various research tools and records from Superior Court, Water System, Georgia Driver Record and Integrated Vehicle Enterprise System (GA DRIVES), Elections and Registrations, Veterans Administration, IRS, Georgia Department of Roads and LexisNexis to confirm exemption qualifications, conduct homestead audits and issue specialty plates.Interfaces with Court system, Police and other legal authorities as needed to assist with investigations.

Minimum Qualifications
High School Diploma or GED required; previous experience in customer service, cashiering, or a related field preferred.
