TITLE: Office Manager
DEPARTMENT: WSU Extension/Columbia County
REPORTS TO: WSU Extension Director/Department Head
JOB SUMMARY: Work may involve participation in the selection and training of support personnel, scheduling work, determining priorities and overseeing the general accomplishment of the work. Work involves considerable contact with the general public, other county departments, public and private clients.
SCOPE OF
RESPONSIBILITIES: Work is preformed independently under the general guidance of the WSU Extension Agent/Director who delegates responsibility and reviews work for quality and thoroughness. Work of this class is distinguished by the continuing responsibility to relieve the department head of the day to day administrative details.
ESSENTIAL FUNCTIONS:
- Balance and reconcile cash, and prepare deposits to various accounts (4H Endowment and Agriculture Improvement Group)
- Accounting/bookkeeping, keyboarding and data entry
- Microsoft Proficient
- Must maintain strict confidentiality
- Maintain compliance standards for county policies and procedures
- Maintain compliance of Civil Rights laws and documentation, including RCW, WAC Laws, and WSU Policies and Procedures
- Providing customer service through knowledge-based information, publication materials, references and referrals to a wide and diverse clientele base without discrimination.
- Manage equipment and maintain office supplies inventory making purchases with supervision.
- Maintain office calendar and schedules
- Work with elected official/department head in preparing and maintaining the budget
- Self-directed operation and management of office work
- Supervise part time staff and volunteers, to accomplish Extension program objectives
ADDITIONAL DUTIES AND RESPONSIBILITIES:
- Administer and maintain all office computer programs, web pages, social media, and university-based methods of communication
- Administer Private Applicator Licenses in accordance with WSDA guidelines
- Administer university course exams and submit records
- Act as a contact between WSU Extension, County citizens, and other service agencies and educational institutions
- Support 4-H Youth Program
- Work directly with County Fairboard, Livestock Sale Committee, and 4-H Bi-County Camp Directors to execute various reports and organize volunteers
- Records maintenance in accordance with WSU and County Policies, and Washington State law.
- Process Newsletters and maintain numerous mailing lists
- Publication sales and financial reports
- Prepare Payroll for signature to Director
- Participate in all office Audits (County financial, WSU financial, WSU civil rights) and provide support and information as needed.
- Assist with all grants and administer funds in accordance to their guidelines
- Ability to learn specialized computer programs
- Attend periodic professional in-service training sessions sponsored by WSU
- Maintain records of work activities, prepare and submit reports to supervisor and various entities
· Perform basic janitorial duties
· All other duties as assigned by the WSU Extension Agent
QUALIFICATIONS AND REQUIREMENTS:
- KNOWLEDGE:
- Proficiency with office machines and equipment
- Familiarity with technology (devices, projector, sound system)
- Proficient grammatical construction in both speaking and writing
- Ability to locate and provide information to clientele
- Computer skills Microsoft Office software required, Quickbooks preferred
- Terminology of 4H, agriculture and other programming topics; preferred
- Understand and carry out the principles and specific requirements of the Civil Rights Act of 1964, the Americans with Disabilities Act, the Affirmative Action Plan, and all pertinent rules and regulations.

- Oversee day to day office functions and supervise staff in a professional manner in the absence of the County Director

- Stand and/or sit for extended periods of time, reach, bend, stoop, squat, twist, pull, and finger dexterity
- Physically perform the essential functions of the job
- Learn specialized, complex computer systems and programs as necessary
- EDUCATION AND EXPERIENCE PREFERRED (not required):
- High school diploma or its equivalent (GED)
- Requires a minimum of five years prior experience in an office setting dealing with confidential matters and working under deadlines
- Two year AA college degree in a subject pertaining to the Department, or equivalenttraining and/or experience preferred
- Demonstrate an increasing level of responsibilities through various positions during the last 5 – 10 years
- Previous supervisory experience preferred.

- Prior to employment, employee must clear a criminal background check
Job Type: Part-time
Pay: $20.79 - $24.96 per hour
