DEFINITION:
Under direction, is responsible for performing fully-skilled professional human resources work; performs related duties as required.

ESSENTIAL DUTIES:
The Statements below are intended to describe the general nature and scope of work being performed. This is not a complete listing of all responsibilities, duties, and/or skills required. Other duties may be assigned.

  • Develops and implements plans and strategies for recruiting and retaining better qualified and more diverse applicants.
  • Participates in discussions relative to the organization of new units and the reorganization of existing units.
  • Discusses staffing needs with management/supervision and recommends solutions to best fit these needs.
  • Counsels and advises management/supervision on District policies, rules, and procedures pertaining to recruitment and selection processes.
  • Identifies any pre-employment issues and makes recommendations as to whether or not to proceed with hiring decisions.
  • Reviews proposed policies to assess impact on human resources programs or functions.
  • Analyzes existing organizational and human resources issues; recommends alternative approaches and solutions for existing organizational and human resources problems.
  • Develops, conducts, and/or coordinates training for employees; consults with administrators, managers, supervisors, and employees on training issues and needs.
  • Implements and monitors evaluation and appraisal methods to ensure timeliness and consistency; assists with development of performance standards.
  • Monitors personnel functions as assigned to ensure proper implementation and compliance.
  • Reviews and assists with the modification of job classification specifications as needed; monitors and maintains authorized strength position control; writes and/or assists line personnel in writing position descriptions.
  • Writes and/or prepares technical standards, manuals, policies, procedures, and guidelines.
  • Writes reports and drafts correspondence.
  • Interprets, applies, and responds to questions regarding human resources law, work rules, and labor contracts.
  • Reviews contract language to ensure the goals of all parties are accomplished.
  • May supervise assigned staff to include conducting performance appraisals, approving/disapproving leave requests, and/or initiating disciplinary action.

TEAM SPECIFIC DUTIES:
Talent Acquisition
  • In addition to the duties stated above, performs all duties relevant to the recruitment of district personnel, including: Administrators, Teachers, and Support Staff

Strategic Staffing
  • In addition to the duties stated above, performs all duties relevant to the onboarding and offboarding processes for all district personnel.

MINIMUM QUALIFICATIONS:
Possession of a bachelor's degree and two (2) years of professional human resources experience in a human resources office, department, or company. Substitution(s): A master's degree in a related field may be substituted for one (1) year of the required experience.

KNOWLEDGE, SKILL, AND ABILITIES:
Considerable knowledge of all aspects of human resources principles and practices; considerable knowledge of federal and state laws and guidelines governing fair employment practices; considerable knowledge of administrative practices; considerable knowledge of English usage, grammar, spelling, and punctuation; considerable knowledge of bargaining unit contracts; general knowledge of management and supervisory principles and practices; general knowledge of conflict management principles; ability to use a personal computer and relevant software; ability to multi-task and prioritize work assignments; ability to identify problems, analyze information, and recommend solutions; ability to interpret, adapt, and apply appropriate written guidelines, precedents, and standardized work practices to a variety of problematic situations; ability to work with a diverse group of employees in difficult/tense situations; ability to establish and maintain effective working relationships with others; ability to communicate effectively orally and in writing.
PHYSICAL/MENTAL DEMANDS AND WORK ENVIRONMENT:

  • Tools/Equipment Use:
    Desktop PC with keyboard and mouse, laptop, scanner, calculator, software, desk, and adjustable chair.
  • Posture: Prolonged sitting and standing; occasional stooping, bending, squatting, kneeling, bending, pushing, pulling and twisting.
  • Motion: Frequent repetitive hand motions, including keyboarding and use of a mouse; occasional reaching
  • Lifting: Occasional lifting and carrying (less than 10 pounds)
  • Environment: Works in office setting; may require occasional irregular hours and/or prolonged hours.
  • Attendance: Regular and punctual attendance at the worksite is required for this position.
  • Mental Demands: Maintains emotional control under stress; works with frequent interruptions.
