The Division of Procurement has an immediate opening or a Procurement Officer in Frankfort. The Procurement officer will work under direct supervision of the procurement manager. The Division of Procurement issues solicitations and drafts contracts on behalf of the Kentucky Court of Justice. The Procurement Officer will establish procurement vehicles for goods and services and draft contracts for goods and services for the Kentucky Court of Justice.

Duties and Responsibilities Include but are not limited to the following:
- Under the direct supervision of the Procurement Manager, takes all steps necessary to establish procurement vehicles for goods and services for the KCOJ.
- Determines whether an existing procurement vehicle is available.
- Works with departments to develop specifications for goods or services needed.
- Makes recommendations regarding exceptions to the requirement to issue a solicitation, e.g. emergency, not feasible/practical to bid, sole source.
- Drafts solicitations, letters, forms, bid tabulations, and other documents.
- Communicates with vendors, prospective vendors, and the public.
- Receives and evaluates bids and proposals.
- Facilitates and coordinates selection committee meetings.
- Negotiates with bidders and offerors.
- Ensures KCOJ compliance with applicable procurement policies and procedures.
- Drafts contracts such as MOAs, PSCs, and MAs for goods and services for the KCOJ.
- Reviews commercial contracts for content, legality and compliance with AOC Procurement Policy and negotiates requested changes to terms with vendor.
- Monitors contract database for renewals/expired contracts and sends notifications to departments.
- Drafts contract renewals and contract modifications.
- Assists departments with complaints regarding contractors.
- Assists departments with contract monitoring.
- Maintains records of contractor performance in contract files.
- Processes contract cancellations.
- Assists with development of procurement strategies, processes, procedures, and policies.
- Attends weekly meetings concerning status of solicitations and contracts.
- Maintains department documents and records.
- Assists with phones as necessary.
- Other duties as assigned.
Minimum Requirements
EDUCATION: Bachelor's Degree
EXPERIENCE, TRAINING, OR SKILLS: 3 Yrs. of Experience in Public Procurement
Substitute EDUCATION for EXPERIENCE: Additional education will substitute for the required experience on a year-for year- basis.
Substitute EXPERIENCE for EDUCATION: 5 years of additional experience in public procurement will substitute for the required education.
SPECIAL REQUIREMENTS (AGE, LICENSURE, REGULATION, ETC.): Certification with the National Institute of Governmental Purchasing as a Certified Professional Procurement Officer (CPPO) preferred but not required.
Working Conditions
Work is typically within office setting. Travel may be required.
