As a Drug & Alcohol Program Representative, you will be key in enhancing our drug and alcohol programs through effective contract management and financial control. Your proactive approach will ensure compliance with regulations and standards, enabling us to improve our services continuously.

In this position, you will prepare insightful reports on agency performance and analyze fiscal records and expenditures, providing valuable information to support informed decision-making. Collaborating with human resources on personnel matters will be essential as you help foster a positive work environment. You will also lead the resolution of consumer complaints and engage with various stakeholders to assess and enhance our agency programs. By offering technical assistance, you will help drive operational efficiency and ensure our practices remain aligned with industry standards through your participation in relevant meetings and training. Additionally, your readiness to take on special projects as they arise will further contribute to the success of our organization and the communities we serve.


Other duties and responsibilities include:

Contract and Monitoring:

Ensures agency compliance with County, State, and Federal regulations by conducting regular monitoring, including annual and semi-annual Department of Drug and Alcohol Programs (DDAP) reviews. Responsibilities include preparing written reports, directing program improvements, reviewing and approving action plans, monitoring clinical and fiscal records, ensuring consumer confidentiality, organizing programmatic data, establishing and monitoring service unit minimums, reviewing facilities for licensing approval, participating in project reviews, evaluating proposals, overseeing program implementation, recommending contract cancellations when necessary, resolving consumer complaints, coordinating regional meetings, overseeing Performance Base Prevention Services, and handling special projects as assigned.

Fiscal Control:

This role involves negotiating and recommending budget approvals for contract agencies, reviewing DHS fiscal records to ensure compliance with budgets and contract provisions, monitoring agency expenditures, and recommending payment withholding for non-compliance. It also includes requesting and reviewing fiscal reports, analyzing and preparing recommendations for agency Performance Plans and budgets, approving annual budgets in line with County and DDAP policies, and managing special projects as needed.

Personnel Action Plan (PAP):

This position serves as a liaison between agencies and the Human Resources department, relaying requests for technical assistance and seeking guidance on personnel matters such as contracts, appointments, pay plans, reclassifications, promotions, and Affirmative Action. Responsibilities also include coordinating with HR staff and field auditors for agency site visits to conduct desk audits and provide training on personnel actions.

Planning and Evaluation:

This role involves assisting in the design of evaluation studies related to agency programs and consumer needs, reviewing and approving proposals (RFPs), monitoring the achievement of objectives in D&A Annual Plans, and collaborating with county staff to identify program improvements through the PA WITS system. It also includes reviewing management information systems, analyzing errors, recommending corrections, submitting annual updates on Performance Based Prevention, and conducting related duties for special projects as assigned.

Meetings, Records and Policies:

This position involves regularly meeting with agency Executive Directors and supervisory staff to address operational issues and collaborating with PA DHS Division of Licensing on regulatory matters. It includes developing recommendations for operational methods and coordinating meetings to resolve agency-county conflicts. The role also requires attending corporate or advisory board meetings to explain county policy, participating in workshops for professional development, and staying updated on the latest Drug and Alcohol practices to provide effective technical assistance and planning to assigned agencies.


Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 60-minute lunch.

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • Two (2) years of professional experience providing direct social services, case management services, program planning, program monitoring, program evaluation, allied health services, or quality assurance services in a social services agency; and a bachelor's degree in the behavioral sciences, or public health or human services administration, or a closely related field.  Graduate course work in the behavioral sciences, or public health or human services administration may be substituted for up to one year of the required experience. or
  • Four (4) years of professional experience providing direct social services, case management services, program planning, program monitoring, program evaluation, allied health services, or quality assurance services in a social services agency; and an associate’s degree including or supplemented by eighteen (18) credits in the behavioral sciences, or public health or human services administration.
