JOB DESCRIPTION
The Housing Development Director is responsible for developing, planning, and directing housing ventures to help alleviate the shortage of quality, safe, affordable housing. This position is responsible for the management of approximately 110 units of existing housing within the region. The Housing Development Director also serves as the Agency Facility Manager and is responsible for overseeing maintenance of all of the Agency’s properties.
KEY RESPONSIBILITIES
- Be an advocate for the Mission and Vision set forth by CAPNCM.
· Formulate a plan to bring about the creation or rehabilitation of affordable housing units in CAPNCM’s service area. Develop and update, as necessary, the project organization structure.
- Assist the Executive Director, Housing Assistance Director, Weatherization Director and the Board of Directors in strategic planning of future housing ventures, including conducting and updating housing needs assessment, work plans, budget estimates, and preparing funding applications for submission to funding sources.
- Responsible for providing supervision, guidance, and management of all housing management operations and staff. This includes oversight of expenses, rental income projections, and overall financial health of operations.
- Establish and maintain effective working relationships between CAPNCM personnel, subcontractors, government entities, relevant community agencies, public officials, and funding sources.
- Responsible for developing Agency-wide facility plan for improvements, including leading a Board committee in securing funding for such an endeavor. Also includes overall responsibility for maintenance of existing outreach centers and other CAPNCM property.
- Responsible for ongoing monitoring and evaluation of program effectiveness, including goal achievement and program impact. Includes review of existing systems and processes related to management of CAPNCM’s affordable housing stock.
· Ensure adequate program and participant records are maintained and required reports (including CAPNCM and funding sources) are submitted, as required.
- Active involvement in at least one (1) civic, educational, or service group is preferred.
- Keep work area neat and clean in appearance.
- Participate in training activities as deemed necessary by supervisor.
· Perform additional duties as assigned by supervisor.
QUALIFICATIONS
- Bachelor's Degree in Business Administration, Management, Construction Management, Energy Conservation, or related field from four (4) year college or university preferred; Associate’s Degree required or four (4) years related experience and/or training or equivalent combination of education and experience. Certified Quality Inspector preferred. Electrical experience.
PREFERRED SKILLS AND EXPERIENCE
· Knowledge of CAPNCM’s purpose, goals, mission/vision, policies and procedures, and resources.
- Knowledge of basic management theory, practices and methods, with at least two (2) years of experience in their application.
· Knowledge of program area obtained through at least three (3) years of experience.
· Ability to speak effectively in public and work with community organizations and businesses.
· Ability to meet deadlines, well organized, and appreciates attention to detail.
· Knowledge of the problems of poverty in the community served by the Agency.
· Ability to handle sensitive Agency participant information in a confidential manner.
· Possess a valid, current Missouri driver's license and provide proof of insurance.

- Full-time position, 36 hours per week, Monday – Thursday 7:30am – 5:00pm.
