Job Purpose : Responsible for administering and implementing all of the College's financial processes and fiscal regulations, including development and management of the College's operating and capital budgets, investment and treasury management, payroll services, fiscal audit, and its purchasing and procurement functions.
Minimum Requirements :
Education : A master's degree in accounting, business, finance, or a related field.
Experience : A minimum of eight years' experience including experience developing and managing large budgets is required.
Prior executive-level leadership and administration preferred.
Prior experience in governmental accounting, financial reporting, and interpreting GASB standards preferred.
Prior experience developing budgets and making decisions that have significant, broad implications on the fiscal management and operations of a college or university preferred.
Required Licensure, certification, registration or other requirements : Current CPA license preferred, but not required.

Essential Duties and Responsibilities :
1. Assume full oversight and management responsibility for budget development, long-range planning, technical infrastructure, purchasing and procurement, treasury management and investments and ensures compliance and integrity of financial affairs.
2. Provide supervisory leadership to Controller, Director of Purchasing, Sr Budget Analyst, Accounting, Bursar, Payroll, and staff.
3. Coordinates cooperation and communication between facility management, ITS management, and Finance regarding facilities planning, capital improvements, and technical infrastructure and equipment upgrades.
4. Work closely with the Board of Trustees' Finance Committee and external auditors to timely complete annual external audit and present findings and address recommendations, as needed.
5. Build strong partnerships with internal college community, Allegheny County finance leaders and county controller, PA community college finance leaders, Pennsylvania Department of Education finance and capital officials and other higher education institutions.
6. Work closely with the College President, Vice President and Chief Facilities Officer, Vice President and Chief Information Officer, Vice President for Enrollment and Student Services, Vice President for Workforce Development, the Chief Administrative Officer and the Chief Academic Officer to plan and develop the college's annual operating budget.
7. Convene and facilitate discussions with various college stakeholders to inform and gather feedback on budget related topics, including gathering input from faculty, staff and administrators.
8. Lead, plan and implement actions that support institutional priorities and advance the college's strategic plan.
9. Collaborate with the Office of Sponsored Programs and Sponsored Research, community partners, and the CCAC Educational Foundation to monitor and manage alternative funding and grant opportunities.
10. Participate in the Labor Management meetings with faculty and staff union representatives to discuss college-wide matters and projects.
11. Serve on or provide costing data and information to college negotiating teams in connection with union collective bargaining.
12. Foster an environment that encourages and promotes on-going professional development.
13. Performs other duties as required or as assigned.
