Description

Community Health Alliance is looking for a Director of Information Technology. Join our talented team of Information Technology that focus on serving the community and helping those in need by creating healthy outcomes for patients of every income.

Job Summary : The Director of Information Technology (IT) will provide strategic vision and leadership in the ongoing development, implementation and maintenance of the affiliate-wide information technology (IS) program. He / She will lead the healthcare network in planning and implementing enterprise information systems to support both distributed and centralized clinical and business operations and achieve more effective and cost beneficial enterprise wide IS operations in partnership with management. Role includes fulfilling the duties and responsibilities of CHA HIPPA Security Officer.

Essential Functions and Responsibilities :

  • Coordinates and collaborates with management on the selection, acquisition, development, and implementation of information systems.
  • Provides guidance on the evaluation, selection, implementation, and maintenance of IS systems to ensure strategic and operational investment.
  • Evaluates systems for success and efficiency, suggesting improvements where necessary.
  • Reviews hardware and software contracts and develops corporate policies and standards to optimize costs and effectiveness.
  • Develops, monitors, and manages annual operating and capital budgets for IS systems.
  • Manages vendor relationships, ensuring effective sales, service, and support for IS and technology.
  • Maintains up-to-date knowledge of IS technology, suppliers, pricing, and agreements, performing cost-benefit analyses to recommend cost-effective solutions.
  • Serves as the HIPAA Security Officer, ensuring the confidentiality, integrity, and availability of electronic protected health information and compliance with all relevant regulations.
  • Leads the Security Risk Management Team, addressing threats and ensuring adherence to federal policies.
  • Utilizes expertise in federally qualified health centers (FQHC) operations, CHA policies, HIPAA, OSHA, and other regulatory requirements.
  • Leads and motivates teams, fostering collaboration, addressing conflicts, and ensuring staff morale and efficiency.
  • Ensures organizational compliance with laws and policies, identifies staff training needs, and conducts or coordinates training sessions.
  • Evaluates and improves workflows, processes, and resource utilization to increase productivity and patient flow.
  • Employs strong time management skills to meet responsibilities and organizational goals.
  • Proficient in creating spreadsheets, reports, and presentations; ensures competency in using EMR and EPM systems.
  • Identifies ways to improve customer service and communicates ideas for better resource utilization to supervisors.
  • Actively participates in team meetings and works collaboratively with peers, supervisors, and the executive committee.
  • Follows all CHA policies and procedures, addressing incidents and complaints per organizational guidelines.
  • Represents CHA positively in community functions and demonstrates professionalism in appearance and behavior.
  • Performs additional tasks as assigned, maintaining flexibility and adaptability to organizational needs.

Benefits :

  • Competitive salary : $109,483 - $169,699
  • 100% company paid employee medical insurance and 90% paid vision and dental on the 1st of month from date of hire.
  • Paid Time Off :
  • 39 PTO days, and 5 days paid continuing education; based on FTE status

  • CHA paid pension plan at 5% of earnings after one year of service; no employee match

  • CHA provides a $10,000 Accidental Death & Dismemberment policy for each benefit-eligible employee at no cost to the employee. This is an employee benefit paid and sponsored by CHA.
  • Qualifications

    Knowledge, Skills, and Abilities :

  • Knowledge of desktop, notebook, handheld, and server computer hardware.
  • Knowledge of local and wide area network design, implementation, and operation.
  • Knowledge of various office productivity software programs such as MS Office, MS Teams and other word processing, database, spreadsheet and communications software.
  • Knowledge of operating systems such as Windows, Unix, and Linux
  • Knowledge of various computer peripherals such as printers, monitors, modems, and other equipment.
  • Knowledge of business principles and techniques of administration, organization, and management to include in-depth understanding of the key business issues that exist in the healthcare industry. These include cost analysis, trends in the healthcare industry, and primary healthcare administrative theory and practice.
  • Knowledge of system design and development process, including requirements analysis, feasibility studies software design, programming, pilot testing, installation, evaluation, and operational management
  • Knowledge of design, management, and operation of managed IS systems
  • Knowledge of business processes and their interrelationship gained through years of related experience.
  • Knowledge of creating and maintaining secure information technology environments ensuring the maintenance of patient (HIPPA) and company privacy policies, procedures and standards.
  • Skill in negotiating with vendors, contractors, and others.
  • Skill in IS operating and capital budgets preparation and monitoring including working in conjunction with the CFO and other senior management.
  • Skill in departmental and organization planning and organizing

  • Skilled in communicating appropriately, effectively, and sensitively to special population groups as defined by race, ethnicity, language, age, sex, etc.
  • Ability to analyze and resolve complex issues, both logical and interpersonal
  • Ability to communicate effectively with both verbal and written forms, give effective presentations, all geared toward coordination and education.
  • Ability to negotiate and defuse conflict.
  • Ability to exercise good judgment in appraising situations and making decisions
  • Ability to maintain current drivers license and access to reliable transportation
  • Ability and willingness to travel when necessary
  • Ability to lift up to 40 pounds on a frequent basis
  • Education, Experience and Qualifications :

  • Requires a Bachelor's degree in Computer Science, Business Administration or a related field or equivalent experience. A Master's degree in Health / Hospital Administration, Public Health, or Business Administration, or related field is preferrable.
  • Current Certification in networking systems, applicable software, and hardware technology required.
  • Minimum of 3 years of experience with increasing responsibilities for management and support of healthcare information systems and information technology, direct management of a major IS operation is preferred.
  • Significant experience in a healthcare setting is desirable, specifically in technology and information systems planning to support business goals. Experience should also include exposure to both shared and outsourced solutions, as well as support for in-house information and communication systems in a multi-site client-server environment. Experience should include completing annual cyber security risk assessments
  • Specific experience with medical practice management, retail pharmacy, financial management and clinical information systems is a plus.
