POSITION SUMMARY
CHIP is seeking a full-time Program Manager for the Fresno Independent Living Association program (https://ilacalifornia.org/fresno-county/) and the Rapid Rehousing Administration program. This position supports the Housing Director in overseeing program operations, ensuring high-quality service delivery, and facilitating community outreach and education. The Program Manager is responsible for the implementation, administration, and day-to-day management of all aspects of the ILA program. This includes oversight of the ILA website, education and training, the Peer Review and Accountability Team (PRAT), and the Outcomes Measurement Group (OMG). The Program Manager plays a pivotal role in maintaining and enhancing the quality of Independent Livings across Fresno County, ensuring compliance with ILA standards, and supporting the organization’s mission of fostering dignified, empowering recovery environments.

ESSENTIAL DUTIES AND RESPONSIBILITIES
- Lead the coordination and implementation of day-to-day activities and special projects, including the Fresno ILA Directory, education and training, vacancy tracking, Peer Review Accountability Team, and Outcomes Measurement Group.
- Facilitate and support project meetings, ensuring effective communication between all committee members, subcontractors, operator members, and other project partners.
- Manage timelines and program outcomes as defined by the Fresno ILA and Rapid Rehousing Scope of Work and Implementation Plan.
- Implement and advance Fresno ILA and Rapid Rehousing strategies and activities in collaboration with the Housing Director.
- Assist with the development of strategic plans and establish program performance indicators, ensuring timely implementation.
- Oversee program operations, contractual compliance, and delivery of adequate, fair, and effective housing and housing-related supportive services.
- Assist with developing, implementing, and maintaining procedures as well as administrative monitoring practices and controls to obtain smooth and effective operations.
- Oversee general programmatic communications, including social media, the program website, meeting reminders, and general partner inquiries.
- Manage the ILA and Rapid Rehousing Administration Program budget, assist with invoice submittal, and oversee programmatic financials.
- Serve as lead staff to oversee all committees and work teams, and to facilitate communication between all committee members, subcontractors, operator members, and other project partners.
- Assist with project and program reporting and evaluation.
- Work with Housing Director and Evaluation team to collect relevant data for program outcomes and needs.
- Facilitate trainings, workshops, and events for member operators, tenants, and key partners.
- Providing programmatic technical assistance to ILA members, prospective members and other key partners.
- Monitor, evaluate, and supervise the operation of the Fresno ILA Membership Recruitment.
- Provide ongoing training, coaching, and professional development opportunities for program staff to enhance their skills and knowledge in areas such as housing services, recovery support, harm reduction, conflict resolution, cultural humility, motivational interviewing and trauma-informed care.
- Maintain a partnership with County of Fresno and City of Fresno as well as participating community members in ILA.
- Act as the Liaison with collaborating organization, the County of Fresno, and the City of Fresno.
- Represent CHIP, the Fresno ILA and Rapid Rehousing program at meetings as well as maintain relationships with internal and external stakeholders, community coalitions, subcontractors, and clients.
- Collaborate with other service providers and stakeholders within the continuum of care, including substance use disorder treatment providers, mental health agencies, housing authorities, and social service organizations, to coordinate services and supports for program participants.
- Complete program monthly reporting to Fresno ILA Housing Director, County of Fresno, and City of Fresno Contract Analyst.
- Other duties as assigned.

QUALIFICATIONS

In addition, the education, experience, and other skills listed below are representative of the knowledge, skills, and/or abilities required.
EDUCATION
- BA/BS degree in related field required; Master’s degree is preferred.· Combination of education and work experience will be considered.
WORK EXPERIENCE
- Minimum of 3 years of experience in Behavioral Health, Supportive Housing, or related fields.
- Strong background in program management (minimum 3 years), including budget oversight and staff supervision.
- Experience working with shared housing or similar housing programs is preferred.
- Exceptional written and communication skills.
- Strong organizational and problem-solving abilities.
- Proficiency in using relevant software and tools for remote work.
- A valid driver's license and the ability to travel as required.
