Job Description
Position Title:Housing Rehabilitation Coordinator
Department: Housing
Reports To: Home Preservation Manager
Employment Classification: Regular, Full-time, Non-exempt, Safety-Sensitive
Grade/Salary: Grade IV- Level 1- 12; depending on experience
Summary of Duties:
The Housing Rehabilitation Coordinator is responsible for coordinating various home rehabilitation/repair programs, including weatherization, pre-weatherization, housing preservation grant, emergency home repair, etc., in accordance with funding source guidelines. Proficiency with computer software such as Microsoft Office, FACSPRO, and other relevant agency software is essential to the position. Knowledge of home repair, State building code and quality assurance measures are essential to this position. Proficiency in basic math is a requirement.
Essential duties and responsibilities: other duties may be assigned by the supervisor
- Plan in order to execute job responsibilities, prioritize activities and meet deadlines within required timeframes.
- Conduct weatherization and preservation programs in accordance with requirements of all local, state and federal oversight agencies.
- Publicize notifications of update to all eligible applicants.
- Coordinate contract and/or direct hire labor for the home repair programs, i.e. weatherization, pre-weatherization, housing preservation grant, emergency home repair, et al.
- Maintain up-to-date files and records for the home repair programs in accordance with program guidelines.
- Maintain accurate records and reports of funds expended in all program areas.
- Prepare monthly, quarterly, and/or annual reports, as required, to funding sources.
- Determine eligibility of applicants to insure they meet poverty guidelines.
- Accept and process applications for all programs.
- Prepare contracts and bid specifications.
- Inspect and oversee homes for completeness of weatherization and home repair measures.
- Make determination of which weatherization measures are to be used when funds are insufficient to provide all measures.
- Conduct activities in accordance with funding regulations and governmental regulations.
- Obtain purchase orders for the necessary materials, being careful not to exceed spending limits.
- Continually review federal, state and other guidelines as a means of becoming and remaining fully aware of developments that are pertinent to the implementation of the home repair programs.
Review documentation submitted by counties in service area relative to home repair programs for accuracy and completeness. Coordinate with Home Preservation Manager for supervision of rural counties submissions.

Education and Experience:
¨ Possession of a Bachelor’s degree in Public Administration, Business Administration, or related field is required; OR
¨ Minimum of two years work experience and knowledge of home repairs and basic construction.
Certificates, Licenses, Registrations:
¨ Valid Driver’s License with liability insurance.
¨ Serviceable automobile.
