The Contract Administrator plays a key role providing support to management by assisting with the preparation, distribution, solicitation, oversight and tracking of technical specifications, work write ups, cost estimates, vendor quotes and funding source approvals for all Energy Conservation Programs.

Essential Duties & Responsibilities
- Assist in developing and/or disseminating technical specifications, work write ups, cost estimates, Request for Proposals, Request for Quotes, bid documents, and contracts.
- Complete client mailings, mail merges, and miscellaneous office functions such as phone coverage, scheduling appointments and filing.
- Review files for program compliance and resolve deficiencies and oversights where needed.
- Issue jobs to contractors and monitor performance to ensure that jobs are completed in a timely manner.
- Obtain price quotes for construction related job components and request and process funding source approvals.
- Complete heating system quality control inspections as needed.
- Respond and resolves customer and vendor inquiries in a timely fashion.
- Assist with grant closeout and reporting.
- Prepare and distributes reports.
- May oversee the sub-contractor to ensure that the work is completed in accordance with the written work plan/program requirements and meeting each sub-contractor at the clients home as needed.
- Assist with program outreach and marketing of Energy Conservation Programs as needed.

Qualifications:
- High School diploma or equivalent required. Associate's Degree preferred.
- 2 years experience with contracts/bidding/estimating in construction field preferred.
- Excellent customer service, organizational, interpersonal, oral and written communication skills.
- Ability to work independently and as a team in a fast paced, detail oriented environment.
- Proficient computer skills required to include MS Office, Outlook, Excel and Power Point. Experience preparing Power Point presentations required.
- Construction management experience preferred.
- Knowledge of construction related and/or weatherization terminology and general practices necessary with a good understanding of the construction process.
- Excellent phone skills.
- Excellent analytical skills for effective decision making and problem solving.
- Ability to maintain confidentiality.
- Night and weekend work may be required as needed.
- Bilingual skills (English/Spanish and English/Khmer) preferred.
