Job Description:
We are seeking an experienced Business Analyst 3 to work on a web-based Java/Oracle application used across multiple divisions for contract management. The selected candidate will serve as a Product Owner/Business Analyst, working closely with stakeholders, development teams, and cross-functional teams to ensure the successful delivery of high-quality products.
The ideal candidate should have a strong understanding of Agile methodologies, possess excellent communication skills, and be able to manage and prioritize tasks effectively. The role involves collaborating with technical teams, coordinating demos, UAT, code releases, and participating in project and product management-level planning.
Some on-call support may be required depending on the project phase.
Key Responsibilities:
Review, analyze, and evaluate business systems and user needs.
Develop systems that align with overall business strategies.
Perform business process reengineering and identify new applications of technology to improve efficiency.
Utilize industry-standard business process mapping and reengineering techniques.
Prepare solution options, risk assessments, and financial analyses (cost/benefit, ROI, buy/build decisions, etc.).
Document user needs, program functions, and steps required for developing or modifying computer programs.
Work on a web-based Java/Oracle application used by internal agency staff for contract management.
Collaborate with technical teams and stakeholders to gather and analyze business requirements.
Develop business requirement documents, user stories, and other required documentation.
Work closely with development teams in an Agile environment, ensuring that priorities align with high-value deliverables.
Coordinate demos, UAT, code releases, and communication with users as necessary.
Required Skills & Qualifications:
8 years of experience as a Business Analyst.
8 years of experience with SQL.
8 years of experience with System Reporting (Oracle, SQL).
8 years of experience with Systems Testing (Unit, Integration, UAT).
8 years of experience with Agile Software Development Methodologies.
8 years of experience in the delivery of complex Java/Oracle applications.
Preferred Skills & Qualifications:
5 years of excellent communication skills (verbal and written).
2 years of Project and/or Product Management experience.
2 years of experience in task and feature prioritization to ensure teams focus on high-value deliverables.
2 years of experience with Jira.
