Job Description:
We are seeking a Business Analyst II to assist in the planning and implementation of a metadata library project. The selected candidate will work closely with the Data Governance and Information Technology (IT) teams, as well as various programs across the agency, to develop and implement standardized documentation of business and technical metadata using agency data governance tools.
This role requires strong communication skills, as the Business Analyst will be working directly with public health program staff daily. Key responsibilities include planning, monitoring, and reporting on program engagement, as well as tracking progress toward achieving a fully documented metadata library. The ideal candidate should be detail-oriented, self-motivated, and proactive, with a strong initiative and work ethic.
Experience in documenting business and technical metadata and working with public health data is preferred.
Key Responsibilities:
Analyze and evaluate business systems and user needs.
Develop systems that align with overall business strategies.
Perform business process reengineering and identify new applications of technology to enhance business effectiveness.
Use industry-standard business process mapping and reengineering techniques.
Prepare solution options, risk assessments, and financial analyses (cost/benefit, ROI, buy/build decisions, etc.).
Write detailed descriptions of user needs, program functions, and steps required for development or modification of computer programs.
Work closely with public health program staff to implement standardized business and technical metadata documentation.
Engage with stakeholders through verbal and written communications and presentations for non-technical audiences.
Guide stakeholders in managing technology and business process changes.
Collaborate with cross-functional teams to ensure smooth project implementation.
Required Skills & Qualifications:
4 years of experience in data governance or data management or as a business analyst in a related area.
4 years of experience working directly with program/business staff to implement technical solutions.
4 years of experience engaging with stakeholders and preparing verbal and written communications and presentations for non-technical staff.
4 years of experience guiding stakeholders in managing change related to technology and business processes.
4 years of experience working with cross-functional teams.
Preferred Skills & Qualifications:
2 years of experience in documenting business and technical metadata.
2 years of experience with Informatica data governance tools (Axon, Enterprise Data Catalog, and/or Informatica Data Quality).
2 years of experience working with public health program areas or data assets.
