Description

 Concept Solutions, LLC (CS) is seeking a Program Manager to lead a high-visibility, large-scale Infrastructure & Operations Services Support contract supporting the Federal Aviation Administration (FAA) Office of Information Technology (AIT). This role requires strategic leadership, contract management, and oversight of multiple technical and administrative teams responsible for mission-critical IT operations across the FAA’s enterprise infrastructure.  This position is contingent upon contract award. 


The selected individual will oversee contract execution, ensure service delivery excellence, and provide programmatic and technical leadership for a diverse portfolio of IT operations, cloud services, data center management, network services, and enterprise application support. This position requires a strong understanding of FAA IT environments and the ability to navigate complex operational challenges while driving continuous improvement and innovation. Location: Reston, VA (Hybrid/Onsite at FAA Locations as Required)


Key Responsibilities

• Provide strategic leadership and direction to a multidisciplinary team responsible for IT infrastructure and operations, ensuring alignment with FAA objectives and performance goals.

• Manage all contract functions, including program and task order management, financial oversight, staffing, risk management, and quality assurance.

• Serve as the primary point of contact with FAA stakeholders, ensuring transparent communication and proactive issue resolution.

• Oversee and ensure compliance with FAA and federal IT policies, regulations, and security standards.

• Develop and implement process improvements, automation strategies, and innovative solutions to enhance IT service delivery.

• Lead monthly, quarterly, and annual program management reviews and reporting, ensuring alignment with FAA performance expectations.

• Drive contract transition and change management, coordinating with FAA leadership and subcontractors to ensure seamless integration and execution.

• Monitor contract staff performance, addressing any performance issues and ensuring a high level of service delivery.


Salary: $170K to $190K


This is not, however, a guarantee of compensation or salary. Salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range. 

Requirements

 

Required Qualifications


• Bachelor’s degree in Information Technology, Business, or a related field.

• 10 years of relevant experience in IT program management, contract management, or federal IT services, with a strong background in managing complex IT infrastructure and operations contracts.

• Experience leading large-scale IT programs with geographically distributed teams.

• Demonstrated expertise in FAA IT environments, federal IT service delivery, cloud operations, data center management, and network operations.

• Strong financial and risk management experience, including tracking budgets, forecasting, and cost control.

• PMP certification (preferred) or equivalent experience managing government IT contracts under ITIL, Agile, or SAFe methodologies.

• Experience working within a CMMI-DEV Maturity Level 3 or higher framework is a plus.

Salary : $170,000 - $190,000
