This critical role requires a detail-oriented construction professional with extensive industry experience, strong negotiation skills, and the ability to drive cost efficiencies while maintaining the highest standards of quality and compliance. The ideal candidate will be instrumental in optimizing budgets, streamlining operations, and ensuring seamless project execution.
The Purchasing Manager is responsible for managing and overseeing all procurement, cost estimation, vendor relationships, contract administration, and construction administration processes. This includes sourcing and negotiating labor and materials, managing budgets and estimates, maintaining plans and specifications, and facilitating client and subcontractor interactions. The role requires a high-performing, detail-oriented individual with extensive experience in the construction industry, who will play a pivotal role in the company’s success by supporting cost reductions, ensuring vendor and client satisfaction, and providing accurate financial and operational management.
Key Responsibilities
Vendor & Contract Management
- Initiate, negotiate, and manage contracts for labor and materials associated with all phases of construction.
- Develop and maintain strong relationships with vendors, subcontractors, and material suppliers to ensure the highest quality and cost efficiency.
- Source new and improved products, subcontractors, and material suppliers.
- Maintain contracts, bidding documents, and ensure subcontractors meet insurance and compliance requirements.
- Establish and maintain Scopes of Work for all construction phases, ensuring alignment with budgets and project specifications.
- Evaluate subcontractors and suppliers based on service levels, quality, and pricing.
- Monitor and report on subcontractor and material price fluctuations and overall construction costs.
Budgeting & Cost Management
- Configure and input project budgets, options, and cost estimates into company systems.
- Ensure material takeoffs are accurate and complete for all projects.
- Responsible for entry of job-specific pricing, issuance of purchase orders, and initial budget approvals.
- Monitor and manage bid/budget variances, reporting findings to management.
- Oversee value engineering efforts to optimize cost efficiency without compromising quality.
- Prepare and review monthly variance reports to identify and mitigate discrepancies.
- Create proformas and cost analyses for new projects as directed.
Project Administration & Construction Oversight
- Oversee project billing, including progress billing decision-making and addressing variances.
- Maintain accurate plans, specifications, and redline updates, ensuring alignment with construction goals.
- Ensure plans, specifications, Scopes of Work, and budgets (including standard and custom options) are included in project start packages.
- Oversee and manage Light Commercial Estimates, including soliciting bids and compiling accurate estimates.
- Maintain organized and accessible project files on shared drives.
Client & Internal Coordination
- Interface with clients as needed on selection changes and customizations.
- Facilitate customer selections and customizations, ensuring smooth communication between clients and project teams.
- Assist with monthly and quarterly submissions on rebate programs.
- Communicate construction progress, budget status, and material or labor adjustments to management.
Systems, Reporting, & Compliance
- Maintain and optimize the company’s procurement and reporting systems, ensuring accurate inputs for cost codes, purchase orders, subcontracts, W9s, and Certificates of Insurance (COIs).
- Compile and analyze forecasts, construction cost reports, and cash flow projections.
- Ensure compliance with tax filings and regulatory requirements.
- Monitor and manage outstanding performance and maintenance Letters of Credit (LOCs).
Team Collaboration & Support
- Act as the "right hand" to the Principal/Partner, providing strategic support in procurement and construction administration.
- Assist in the development and refinement of pricing methodologies and reporting systems.
- Mentor and develop direct reports or team members, fostering collaboration and growth.
Qualifications & Skills
Required Skills
- Proven experience as a Purchasing Manager in the construction industry, with expertise in budgeting, cost estimation, and vendor relations.
- Strong knowledge of construction processes, materials, and industry best practices, including experience with luxury homes or light commercial projects.
- High level of proficiency in construction management software such as Procore, Sage 300 CRE, or Viewpoint.
- Demonstrated ability to value-engineer projects and negotiate effectively with vendors and subcontractors.
- Exceptional organizational, analytical, and problem-solving skills.
- Strong technical aptitude and willingness to learn new systems and processes.
- Effective communication and relationship-building skills with clients, vendors, and internal teams.
Preferred Qualifications
- Bachelor’s degree in Construction, Business, or related field, or equivalent work experience.
- Minimum of 3 years of experience in a similar role within the construction industry.
- Experience bidding and managing light commercial jobs.
- Familiarity with rebate programs and reporting requirements.
