What are the responsibilities and job description for the Program Manager position at Contract Resources Group?
The Program Manager is the primary interface to the Government client for all matters concerning contract execution and service delivery and manages the contractor team.
Job Responsibilities
· The PM must have excellent knowledge of performance evaluation and change management principles and excellent communication, problem solving and leadership skills. The PM is responsible for organizing all services pertaining to this contract. The PM shall be tasked with fulfilling staffing plans; providing strategic guidance to multiple teams; formulating, organizing, and monitoring inter-connected projects; preparing and/or presenting reports to Government PMs; and fulfilling the task management deliverables within this SOW. The PM will also coordinate with other task leads to ensure specific deliverables are being completed within the agreed upon standards, timelines and communicating any discovered risks and mitigation plans with the Government. The PM requires an active TS security clearance, and DHS fitness. This position requires a master’s degree in a related discipline such as Homeland Security or Business or a combination of education/technical training and equivalent experience.
· The PM shall be the Contractor's authorized representative for the technical and administrative performance of all services required under this contract. The PM shall serve as the first POC for administrative questions or difficulties that arise related to this contract. The PM shall be the primary point through which communications, work assignments, and technical direction flow between the Government and the Contractor.
· The PM shall be available to the COR via telephone between the hours of 08:00 AM and 05:00 PM Eastern Time, Monday through Friday, and shall respond to a request for discussion or resolution of technical problems within 24 hours of notification. Determine the project organization and the overall management required to accomplish the work.
· Accountable for all program personnel.
· Other duties as assigned.
Minimum Job Skills and Qualifications
Minimum Qualifications:
· Master’s Degree in a related discipline such as Homeland Security, Cybersecurity, IT, Business or a combination of education/technical training and equivalent experience other related field (Bachelor’s Degree with ten (10) years of relevant experience.
· PMP certification
· Shall have more than 10 years of experience including, but not limited to:
o Providing strategic advice, technical guidance and expertise to program and project staff.
o Providing detailed analysis, evaluation and recommendations for improvements, optimization development, and/or maintenance efforts for client-specific or mission critical challenges/issues.
o Consulting with client to define need or problem and,
o Supervising studies and leading surveys to collect and analyze data to provide advice and recommend solutions.
o Demonstrating an ability to manage a large, matrixed, and remote workforce – especially if the contract includes sub-contract agreements.
· Minimum of ten (10) years demonstrated experience in:
o Planning and leading projects with 20 staff and multi-million-dollar budgets
o Managing labor services contracts for a Federal Government organization to include subcontractors.
o Supervising employees of various labor categories and skills similar to those in this contract
o Cybersecurity tools, safeguarding networks, and cyber-incident response
o Preparing and delivering interesting, effective oral and written communications at the highest levels of industry and Government
· Shall have and maintain a Top-Secret clearance.
· Shall be able to read, write, speak, and understand English.
· DHS Suitability
· Technical Knowledge of National Incident Management System (NIMS) structure and emergency management operations
· Must be able to pass a background check. May require additional background checks as required by projects and/or clients at any time during employment.
Minimum Skills:
· Ability to lead and manage a team of diverse individuals.
· Excellent written and verbal communication skills, including ability to interact effectively with all levels throughout Company organization.
· Shall have the requisite skills, expertise, and experience to perform the requirements of each task. Must be extremely detail-oriented and well organized.
· Skills using Microsoft and Google Suite Products (Word, Excel, Power Point) and be able to learn new software as the situation dictates.
