Job Summary
The CCHIP Data Specialist is responsible for maintaining data systems, overseeing the data entry and data cleaning, ensuring accurate, complete, and timely submission of all required Chicago Department of Public Health (CDPH), Illinois Department of Public Health (IDPH), Health Resources & Services Administration (HRSA) data reports, under supervisor of the CCHIP Senior Data Specialist. Participates in quality management work groups and assists with quality improvement activities. Monitors and evaluates customer service activities throughout the program.
Typical Duties
Oversees collection of Data Care program, reports data to care info to CDPH.
Communicates and submits timely reports to Cook County Health (CCH) staff, where appropriate.
Maintains data systems daily, including computer operation, inspection, and back-up.
Liaises with internal and external CCH staff, as assigned.
Represents Clinical Quality Management in the Austin program. Facilitates, advocates and participates in quality management and multidisciplinary working groups. Plans and conducts monthly quality meetings and report quality projects to staff and external funders
Enhances professional growth and development and maintains an area of specialization through training and sharing with others the work done within program.
Runs, analyzes, and reports monthly and quarterly routing testing data to the Site Team Leader
Informs staff of data report due dates in CAREWare and PROVIDE to ensure timely submission
Assists with quality improvement practices with the Austin consumer advisory board, including the quarterly distribution/collection of Patient Satisfaction Surveys.
Participates in training and development of Austin/CORE staff and other internal staff in the area of data reporting CAREWare and PROVIDE
Remains current and participates in all required trainings, conferences and learning collaborative.
Monitors and evaluates customer service throughout the program.
Assists internal staff with CAREWare troubleshooting.
Assist in the setup, distribution and maintenance of work issued computer equipment, including but not limited to laptop pc, desk top pc's, notebooks, etc.
Adheres to Austin/CORE and Program Specific Policies and Procedures.
Assists with the design and production of data collection instruments for use with various Austin/CORE program databases.
Completes HRSA Funded Data Reporting for the Ruth M. Rothstein CORE Center under the direction of the Project Administrator.
Assists with compiling CCHIP/CCH data for requests for proposals.
Assists with collection of productivity tables for Austin HIV Program.
Masters use of CAREWare and PROVIDE software, to complete required reports and assist staff in producing mandated and customized reports. Maintains familiarity with software revisions.
Produces and submits requested periodic and special reports via electronic and written means.
Submission of monthly, quarterly, and yearly CDPH and HRSA data reports (client level data (CLD), Monthly spreadsheets, Ryan White Service Report (RSR).
Reports weekly productivity reports to the CCHIP Program Director and Austin Site Team Leader and monthly financial reports to staff.
Assists in developing effective approaches to facilitate complete and accurate data collection and analysis.
Performs data entry and data cleaning in several areas, including Ryan White HIV/AIDS Program eligibility including demographics, service utilization, laboratory results and other clinical indicators, and patient and program outcomes.
Assists in developing and is primarily responsible for maintaining systems and procedures for data security and confidentiality.
Participates in CCHIP Quality Improvement meetings and weekly data team meetings.
Supervises collection of clinical and program operations data from Austin/CORE personnel to ensure that these are included in required reports to external parties.
Performs other duties as assigned
Minimum Qualifications
Bachelor's degree from an accredited college or university
Three (3) years of experience completing data entry, data cleansing, and data reporting in a clinical environment
Experience training staff on data reporting
Experience working with CAREWare, Cerner, PROVIDE, and HRSA electronic handbook (EHB)
Experience working with HIV impacted clients and ethnic minority groups
Familiarity with standard reporting requirements and reporting formats
Preferred Qualifications
One (1) year of experience working with HIV impacted clients and ethnic minority groups
Knowledge, Skills, Abilities and Other Characteristics
Knowledge of HIV/AIDS, commitment to confidentiality, ethics and a culturally sensitive approach to management and service delivery
Strong computer skills demonstrated by effectively blending management skills with technical expertise
Excellent verbal, written communication, and interpersonal skills necessary to communicate with all levels of staff and a patient population composed of diverse cultures and age groups
Excellent skills in establishing databases, including relational databases and statistical files
Demonstrate analytical and organizational, problem-solving, decision-making, critical thinking, and conflict management/resolution skills
Excellent program development, management, and leadership skills
Possess flexibility, creativity and is comfortable working in fast paced environment
Strong knowledge and experience pertaining to computer databases
Ability to perform descriptive and inferential statistical analysis
Ability to interpret and evaluate health care and medical data, including those pertaining to service utilization and program evaluation measures, laboratory and clinical results, and quality assurance
Ability to function autonomously and conveys a powerful influence in a team environment
