The position Grants Fiscal Assistant is a Grant funded position and will follow the guidelines of the Grant. Under general supervision, prepares documentation and reports as required for various grants, reviews fiscal and performance activities with regard to grant compliance; prepares claims and handles office budget compliance assurance; prepares basic summary and projection reports as directed; provides a variety of information about Department policies and procedures; performs a variety of technical and office support assignments, and performs related work as required. This position is responsible for providing a variety of grant related support services, record keeping and reporting to meet grant compliance requirements, coordinating special projects and multi-agency projects, as well as providing support and assistance to other office personnel as required.

Occasional meetings at different CCC locations and in the community may be required; travel to conferences and/or recruiting events may be required. Must be physically able to operate a variety of types of office and other equipment including computer, copier, and audio-visual equipment. This position requires work in office (both physical and virtual) settings. Incumbent must perform the essential duties and responsibilities with or without reasonable accommodation. Essential Functions

Pre-Award Proposal Coordination and Submissions - 5%

  • Participate in developing budgets (ensure correct salaries, fringe, overhead, tuition, and other budget category rates and amounts are applied; assist in drafting written budget justifications).
Grant Oversight - 65%
  • Provides program oversight to ensure compliance with grant requirements.
  • Monitors compliance with guidelines from awarding agencies and maintains familiarity with terms and conditions associated with grants and awards.
  • Supports monitoring, tracking, and interpreting fiscal records for a portfolio of accounts including payroll records, purchasing, travel, and other disbursements to maintain compliance with grant policies.
  • Communicates financial information regarding grant accounts to Principal Investigator (PI), including remaining balances, anticipated payroll expenses, and incoming aid.
  • Analyzes and verifies transactions related to grants and contracts accounts such as invoices, travel, reimbursements, and requisitions.
  • Maintains internal records of grant applications and information, including budget details, invoices, correspondences, submitted applications, budget justifications, etc.
  • Meets with Principal Investigator (PI), to explain services, communicate financial information, and assist with accounts as needed.
  • Maintains internal grant management database with grant submissions and related account information.
Project Close-Outs - 10%
  • Assist PI’s in completing close-out procedures on grants (which also may include unique sponsor-specific requirements). This process starts after a project’s contractual end-date expires and no extensions are pending.
Administrative Duties - 15%
  • Collaborate with Grants Office and Principal Investigators with planning, process improvement, and meeting grant goals.
  • Serve on college committees as appropriate, including grant team.
Other - 5%
  • Evaluate departmental operations/activities and recommend improvements or modifications.
  • Perform other related duties, as assigned.

Required Knowledge, Skills, and Abilities

  • Experience with financial account reconciliation processes and analysis/interpretation of financial and administrative regulations, policies, rules and applicable laws (institutional, state, or federal)
  • Experience drafting reports to state or federal agencies (project reports) and project management.
  • Knowledge of grant & fund accounting
  • Ability to establish and maintain effective working relationships
  • Strong verbal/written communication, organizational, administrative, computer, and interpersonal skills
  • Ability to maintain confidential information
  • Ability to work independently and exercise discretion and good judgment
  • Possession of valid driver's license for travel to off-campus sites
  • Demonstrates commitment to accomplishing work in an ethical, efficient, and cost-effective manner
  • Ability to effectively convey information verbally and in writing, demonstrate effective listening skills, and display respect for and openness to other people’s ideas and thoughts
  • Ability to accept changes to job requirements, policies, workload, etc., as well as learn new methods, procedures, or techniques resulting from change with the ability to clearly approach problems and find solutions
  • Demonstrates support for the College’s goal of becoming a more diverse, inclusive, and culturally aware community and practicing anti-racist/biased behaviors

Minimum Qualifications

  • Associate’s degree in accounting, business administration or a related field.
  • Work experience in grants management, or other fiscal/accounting experience.
  • Strong Excel skills

Preferred Qualification:

  • Previous experience in grant administration (pre- and post-award)
  • At least two years of work experience in accounting or grant management
  • Banner experience

Starting pay for the successful applicant is dependent on a variety of job-related factors, including, but not limited to relevant experience, education, market demands, and training.
