The Council Bluffs Water Works seeks a motivated individual to fill the position of the Plant Operator in the Purification Department.
A Plant Operator is an uncertified or certified position that must be able to work day or night shifts. The applicant must develop knowledge and skills concerning characteristics and treatment of both surface and ground water; the lime-soda ash softening process; safe operation of associated equipment and machinery; safe handling and administration of associated chemicals; routine sample collection and testing; telephone and customer service skills; data collection and record keeping.
The applicant will be required to obtain an Iowa Grade I Certification within 6 months of employment and obtain an Iowa Grade II Certification within 2 years of employment.
Starting wage of $20.23/hour to 23.398/hour in addition to health care benefits, paid leave and IPERS retirement plan.

POSITION DESCRIPTION
Title of Position: Plant Operator
Department: Purification Department
Title of Immediate Supervisor: Purification Manager
Definition: A Plant Operator is an uncertified entry level position. The employee will assist plant operators II and III in the task of supplying clean potable drinking water to customers. The employee must develop knowledge and skill concerning characteristics and treatment of both surface and ground water; the lime soda ash softening process; safe operation of associated equipment and machinery; safe handling and administration of associated chemicals; routine sample collecting and water testing; telephone and radio skills; data collection and record keeping.
Responsibilities:
1. Receives specific direction, guidance and work assignments from the Purification Manager or his designee. Translates specific direction, guidance or assignments into a finished work product.
2. Assures the safe use of all chemicals and equipment and safe work practices performed in and around the water plant.
3. Performs light maintenance and cleaning on chemical feed equipment and pumps.
4. Inspection, cleaning and light maintenance of intake, drainage station, chlorine rooms, and chemical storage areas.
5. Clean and store empty chemical containers.
6. Assist unloading and storage of chemicals.
7. Under direct supervision and instruction of a shift operator or supervisor, test and calibrate turbidimeters, ph meter, chlorine analyzers, chlorine detectors, and fluoride analyzer.
8. Keep accurate and precise written and electronic records of equipment calibration, treatment process information and water quality test data.
9. Other duties may be assigned as necessary.
Required Knowledge, Skills and Abilities
1. Employee will have no condition preventing performance of heavy and demanding physical labor outdoors and/or in confined spaces under all weather conditions.
2. The employee must develop knowledge and skills of water treatment plant operation and be able to pass an Iowa Grade I Water Treatment Plant Operator examination within 1 year and an Iowa Grade II Water Treatment Plant Operator examination within 2 years. Within 6 years the employee must be able to obtain an Iowa Grade III Water Treatment Plant Operator certification .
3. The employer must be able to obtain, and maintain, vehicle liability insurance on the employee. The employee must be able to use a computer and keyboard to record data, set equipment, or other job related uses.
Required Experience and Training
1. High school diploma or equivalent.
2. Must have a valid Iowa driver’s license.
Physical Requirements:
1. Must be sighted and be able to distinguish colors.
2. Must be insurable.
3. Must be able to hear normal conversation.
4. Must be able to use standard touch-tone telephone.
5. Must be able to use two-way radio.
6. Must be able to speak English clearly at normal rate of conversation.
7. Must be able to walk over uneven terrain at construction sites or other areas under any weather conditions.
8 Must be able to perform heavy physical labor standing upright, stooped over, squatting, or kneeling.
9 Must be able to wear all personal protective equipment necessary for safe working conditions.
10. Must have manual dexterity sufficient to thread screws, bolts, nuts and other appurtenances used in repair/replacement of equipment in a water treatment facility.
11. Must be able to lift 75 pounds from the ground to shoulder height and from shoulder height to the ground to load or unload trucks.
12. Must be able to engage in repetitive motion using hands, wrists and arms.
Duty Hours
A Plant Operator must be able to work day or night shifts, weekends and holidays as assigned by the Purification Manager.
Environmental Conditions
The employee will routinely use and may be exposed to the following hazardous chemicals: chlorine, lime, ferric sulfate, soda ash, fluoride, potassium hydroxide, sulfuric and hydrochloric acid and other laboratory reagents.
