General Statement of Duties
To plan, organize, assemble resources, help to implement and evaluate mosquito control and noxious weed projects countywide.
Classification Summary
The primary function of an employee in this class is to conduct, implement, and oversee a Countywide pest control program per Idaho Code. The Pest Control Supervisor will perform independent work to survey County properties for pest infestations, operate chemical fogging or spraying unit when needed and manage the pest population as a program for the County and ensure subordinates are trained and certified in accordance with State requirements. Duties include a high degree of public contact informing private owners as to potential pest infestations on their property and of their responsibility to abate the same.
The Pest Control Supervisor is an Elmore County employee reporting directly to the Elmore County Board of Commissioners. The principal duties of this class are performed in the field with extensive travel throughout the County.

Essential Duties and Responsibilities
- Performs semi-skilled to skilled, technical and administrative work in the area of seasonal insect, rodent, plague surveillance;
- Conducts and ensures performance of safety and compliance;
- Supervises the inspection and monitoring of pest infestations as outlined in the comprehensive and coordinated plan;
- Plans, carries out and evaluates control and preventive maintenance schedules for areas within Elmore County;
- Locates, surveys and monitors mosquito breeding sites; works with Idaho Bureau of Laboratories in regard to collections and identification of specimens;
- Maintains maps and records of each site and treatment applied;
- Monitors and manages enforcement of pest abatement program statutes;
- Conducts pest abatement public relations and community education programs;
- Assures safety and the proper use and handling of any pesticides or chemicals used to implement the pest abatement program as prescribed to meet state and federal standards as the label instructions and information is the law;
- Operates a personal computer, PDA and GPS equipment to compile reports and generate information as required;
- Represents the Elmore County Pest Abatement District in operational, technical, public educational and professional organizations and meetings when required;
- Develops and maintains professional working relationships with agencies and organizations which work cooperatively with or are impacted by the Pest Abatement district and its activities;
- Provides information and technical advice in case of emergencies relating to department buildings, facilities, equipment, operations, and employees for fire, spill or accidents;
- Maintain and repair equipment.
- Keeps the Board of Commissioners fully and accurately informed concerning work progress, business, or developments, including present and potential work problems and suggestions for new or improved ways of addressing such problems;
- Responds to all questions, inquiries, and comments in a courteous and timely manner;
- Acts as a liaison between County Officials and the public through communication and coordination to maximize the effectiveness and efficiency of operations and pest control activities for Elmore County.
Knowledge, Skills and Abilities
Knowledge of:
- Work experience relating to pest management and ecology;
- Pest abatement control principles and practices and general integrated pest management (IPM) practices;
- GPS and other field data capture techniques;
- Emergency response techniques relating to field of pest and public health and safety;
- Public entity operation and government budget process;
- Streets and unmarked roads in urban and rural Elmore County.
Ability to:
- Read, interpret and create road and Google Earth maps;
- Identify by physical inspection most mosquito breeding sites within the district;
- Interpret and explain pesticide label directions to employees and the general public;
- Plan and supervise the execution of a systematic mosquito abatement program;
- Interpret and apply county, state and federal policies and procedures;
- Carry out assigned projects to their completion;
- Communicate effectively verbally and in writing with good grammar and spelling;
- Follow and provide written and oral instructions;
- Establish good rapport with department employees, the general public and personnel from other government agencies;
- Operate standard office equipment, a personal computer using program application appropriate to assigned duties;
- Write reports and maintain accurate records;
- Safely operate spray equipment and proper chemical mixing and to adjust and monitor spraying equipment;
- Maintain spraying records in accordance with State requirements;
- Perform all work duties and activities in accordance with County policies, procedures and safety practices;
- The operation of computers and skill in the use of word processing, spreadsheet, database, and other software;
- Maintain confidentiality, handle issues in a professional, courteous, and appropriate manner at all times. Ability to work a varied schedule, including nights and early morning hours
- -The incumbent is on call 24 hours a day in case of fires, spills and other emergencies.
Acceptable Experience and Training :
- High school diploma or equivalent general educational development (GED) certification.
- Certification in applicator (may obtain within 3 months of hire) and minimum 2 years’ experience in related field;
- Preferably supplemented with college level course work in chemistry, biology, agricultural development or other related fields;
- Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work.
Tools and Equipment Used:
- Motorized vehicle including four-wheel drive vehicle, ATV and UTV, ULV sprayer, hand sprayer, and a truck-mounted fogger;
- Various hand/power tools.
Essential Physical Abilities

Typical availability requires Monday through Friday from 6:30 am to 2:30 pm, with evenings variable dependent upon the season. Summer hours may increase.
