Position Summary
The Peoplesoft HRIS analyst identifies, elicits, documents, and communicates technology requirements based on the strategic plans and project arrays for Mecklenburg County departments. Incumbents must be knowledgeable of both the business (department) needs and the related information technologies that assist in addressing those needs. Incumbents are responsible for assisting in mapping a technology process to meet business needs, evaluating, and refining that process, and serving as a liaison between the department and IT. The incumbent will also support escalated production issues, evaluate and perform root cause analysis and determines the best resolution. This position requires system configuration, testing, maintenance, and implementation of new functionality.
Essential Functions
Duties may vary depending on assignment:
Manage and facilitate requirements gathering for medium-size and moderately complex technology projects. Medium-size and moderately complex technology projects have characteristics such as being department-wide in scope, utilizing a new technology platform, requiring an in-depth understanding of both the current and future state design, and having the potential or likelihood of improving productivity and efficiency.
Develop solution requirements (functional and non-functional).
Assist in the development of business design documentation.
Assimilate, evaluate, analyze, implement, and maintain financial systems which are enterprise-wide and provide payments to employees and external vendors.
Perform regular systems and security monitoring, and help set up, maintain and delete user accounts.
Develop and maintain relevant procedures and standards ensuring that hardware and systems work as expected.
Configure and troubleshoot software enhancements for application deployments and infrastructure upgrades.
Diagnose and correct computer systems issues.
Support and recommend software and hardware enhancements.
Configure, install, maintain and upgrade computer systems software
Administer and maintain security in the software application.
Create training materials and provide system training to end-users.
Create reports, extract and import data to/from the system.
Help conduct fit-gap analyses.
Meet with departmental subject matter experts and associated staff to document technology requirements (hardware, software, etc.).
Write system specifications, build process maps, and capture requirements.
May assist in the development of high-level as well as detailed requirements documentation.
Act as a liaison between the Department and County IT Services during active projects.
Create and execute of test plans/scripts.
Support application upgrades, integrations, customer-requested enhancements, special projects, and daily production support issues.
Support ITS technical developers with requirements definition, testing, and customer communications.
Assist in the analysis and design of system deliverables based on business requirements.
Assist with the development of new queries, including gathering requirements, validating data, and analyzing results.
Resolve production requests.
Ability to work independently as well as part of a team to achieve required results.
Minimum Qualifications
Experience:
Minimum of two years of directly related experience.
Education:
Bachelor's degree in Information Technology, Business Administration, or related to specific assignment.

May requires a valid North Carolina or South Carolina Driver's License

Preferred Qualifications
HRMS Assignment
Significant knowledge of PeopleSoft HCM system
Working knowledge of Human Resource function and related Benefit business processes
Critical thinking and a disciplined approach to testing
Knowledge of Payroll processing and HR system Integration
Knowledge of Time and Labor processing
PeopleSoft Query and/or report writing concepts
Understanding of PeopleSoft Benefits Administration processing.
Experience working with vendors and 3rd party solutions
Experience with third party integrations
Knowledge of PeopleSoft’s Benefits Administration process which includes election errors, out of sequence processing, passive events, and the COBRA process
Finance Assignment
Knowledge of maintaining or using a financial system such as Advantage Financial System
Knowledge in Finance, Accounting, or Auditing
Knowledge of Governmental Accounting
