Description
The County of San Mateo's Information Services Department seeks a qualified IS Technology Business Analyst II.
Under general supervision, this position performs complex and technical systems maintenance, operational duties, and / or modification of application systems; serves as a liaison between system users and information technology staff, vendors, and service providers; provides technical and analytical support and training to system users; performs system administration functions to ensure security and effective operation; develops and maintains a variety of automated files, records, and databases; prepares and distributes new procedures, training materials, and a variety of scheduled and adhoc reports; and performs related work as required.
The ideal candidate for this position will have :
- Experience gathering and documenting business and technical requirements for business systems implementation and / or enhancements
- Expertise in coordinating user acceptance testing, changes to business processes, and training users
- Experience working with data to create effective business intelligence dashboards, which provide a snapshot into the current health of the organization while identifying opportunities for improvements
- Excellent communication, documentation, diagraming and presentation skills

CLASS CHARACTERISTICS IS Business Analyst II : This is the journey-level class in the IS Business Analyst series responsible for serving as a liaison between system users and information technology staff, vendors, and service providers. Responsibilities require the use of tact, discretion, and independent judgment and to have full and thorough knowledge of the concepts, practices, procedures, and policies of assigned function. This classification is distinguished from the IS Business Analyst III by the complexity and size of the applications supported and the amount of discretion exercised over problems and resolutions, as well as the latter serves as a technical leader and subject matter expert in specific area(s).
This is a limited term, at-will position. Limited Term Employees are assigned to assignments not to exceed three years. They receive medical and dental benefits, similar to regular employees, and a defined contribution retirement plan. Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be :
Education : Equivalent to graduation from a four-year college with major coursework in public administration, business administration, information systems, or closely related field. Additional related experience may substitute for education requirement on a year-for-year basis, up to four (4) years.
Experience :
IS Business Analyst I : One (1) year of experience a position that would provide knowledge of department-specific programs, processes, and / or operations and specific to the specialty area assigned which includes report design, writing, and generation; business analysis; technical writing; system administration; vendor relationship management; and / or departmental information security.
IS Business Analyst II : Three (3) years of responsible experience in a position that would provide knowledge of department-specific programs, processes, and / or operations, including at least one (1) year of experience in the planning, implementation, oversight, and / or utilization of automated information systems and applications used to support departmental activities and specific to the specialty area assigned which includes report design, writing, and generation; business analysis; technical writing; system administration; vendor relationship management; and / or departmental information security.
Physical Demands Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone. Standing in and walking between work areas is frequently required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification frequently bend, stoop, kneel, and reach to perform assigned duties, as well as push and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 25 pounds with the use of proper equipment.
Environmental Elements
Employees work in an office environment with moderate levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees may interact with upset staff when providing applications system support.
