We are accepting applications to fill two full-time Emergency Management Professional Senior vacancies in Santa Barbara with the Santa Barbara County Office of Emergency Management (SBCOEM). This is an exciting opportunity for an emergency management professional to work as part of the Office of Emergency Management to perform critical work for the County of Santa Barbara. The Emergency Management Professional Senior will report directly to the Director of Emergency Management. This position is part of the team of emergency management professionals that rotate responsibility for duty officer coverage. This assignment involves an astute understanding of local, state and federal regulations, adult training methods, emergency management concepts, and local government response in relation to declared emergencies and recovery programs. The Emergency Management Professional Senior provides leadership and coordination during emergencies and disasters with a whole community approach.
Day to day this position is assigned program responsibilities such as the development and maintenance of emergency planning documents, development and facilitation of training and exercises, application to and management of grants, as well as volunteer coordination, mass care planning, access and functional needs planning, emergency alerting systems coordination, EOC functionality and software systems, and other duties as assigned. Successful candidates must be able to work independently, formulate, plan and monitor complex and difficult programs, and be a contributing team member.

THE DEPARTMENT: The Santa Barbara County Office of Emergency Management (SBCOEM), a Division of the County Fire Department, leads Santa Barbara County, the Operational Area, and the community in disaster preparedness, response and resilience through partnerships, training, policy, best practices, and plans designed to protect life and property. SBCOEM also serves as the primary coordination point for the Operational Area when emergency activities are affecting more than one jurisdiction, and/or the unincorporated areas of the county.

- Play a key role in ensuring that the SBCOEM, the Operational Area and the County are prepared to respond to a wide variety of natural and man-made emergencies.
- Serve at the Emergency Operations Center, Command Post or field emergency support site for extended periods both during the day and night as needed and provide supervision of personnel during an emergency.
- Create complex, relevant, and functional emergency plans that meet county risks, legal requirements, and California and national best practices, which may require input and collaboration from multiple partner organizations.
- Maintain the County Emergency Operations Center (EOC) and support equipment in a state of operational readiness, which may include evacuation shelter trailers, EOC software systems, solar power trailers, Ledlums, Satellite Phones, and other such systems.
- Provide ongoing coordination, planning, training, and exercises with the County, the County operational area, and partners throughout the region, and State.
- Provide community outreach and education in conjunction with operational area partners.
- Work directly with federal, state, local, county departments, and community subject matter experts to develop and guide initiatives, projects, and products.
- Manage complex projects and programs, including setting goals, anticipating challenges, and identifying and implementing solutions.
- Participate in multiple regional committees and workgroups that relate to climate change, environmental preparedness, administrative preparedness, and others as assigned.
- Perform critical administrative tasks related to budgets, grants, board letters, emergency procurement, and other related areas.
- Develop and provide public presentations, participate in press conferences, and present to public officials (including the County Board of Supervisors) as necessary.
- Perform related duties as assigned.
- Equivalent of a bachelor’s degree from an accredited four-year college or university a field related to the specified job family AND,
- Four (4) years of progressively responsible experience involving planning, analysis, coordination, and evaluation in the field of Emergency Management.
Licenses and Certificates
For specific positions, possession and maintenance of a valid California driver’s license and the ability to meet automobile insurability requirements of the County or the ability to provide suitable transportation needs as a condition of continued employment may be required.
Knowledge of:
- Local government general responsibilities, goals and functions related to emergency management.
- National Incident Management Systems (NIMS), Standardized Emergency Management System (SEMS), the Incident Command System (ICS), and other recognized standards and best practices in emergency management.

Ability to:

Additional Qualifications:
- May be required to work a varied schedule of hours, which may include evenings, weekends, and holidays.
- Completion of a background investigation to the satisfaction of the County may be required for some assignments.
- Employees assigned to the Emergency Management job family are required to be on call to serve as on-call duty officer to respond to the County's emergency operations center or to an incident as needed during large scale emergencies. This Duty is generally performed on a 24/7 basis, with a weekly rotation, but actual schedules will be subject to operational needs, as determined by the Director of the OEM, or designee.
