Under executive direction, to plan, organize, direct, manage, and supervise the County of Siskiyou Behavioral Health Programs, including the Substance Use Disorder Department; to represent Behavioral Health Division programs and services with the public, community organizations, and other government agencies; and to do related work as required.
DISTINGUISHING CHARACTERISTICS
This is a Division Director position with general responsibility for the planning, organizing, budgeting, directing, managing and supervising of county Behavioral Health and Substance Use Disorder programs, staff and functions: exercising independent judgement for directing the treatment provided to clients, according to ethical and legal standards.

CLASSIFICATIONS SUPERVISED
Behavioral Health Deputy Director, AOD Administrator, Quality Assurance manager, Project Coordinator, MHSA Coordinator, Executive Secretary and other staff as assigned.
Knowledge of:
- Behavioral health problems and issues and their relationship to the development and delivery of mental health and alcohol and drug programs and services.
- Principles and practices of mental health, psychiatric, and alcohol and drug abuse assessments, evaluations, and client treatment.
- Local, statewide, and national behavioral and mental health delivery systems.
- Federal, state, and local laws and regulations applicable to mental health and alcohol and drug programs and services.
- Principles, techniques, and practices of effective mental health and alcohol and drug program development and administration.
- Budget development and expenditure control.
- Public personnel management principles and techniques of effective employee supervision, training, development, and evaluation.
- Available community resources; principles and methods of management necessary to plan analyze, develop, evaluate, and direct the complex activities of a mental health division.
- Principles and practices of contract administration, personnel management, budget preparation and program management.
Desired Skills:
- Plan, organize, supervise, and administer the functions and programs of the county Behavioral Health Division.
- Interpret and apply County policies, procedures, and regulations.
- Ensure proper enforcement of mental health and alcohol and drug program statutes, laws, and regulations.
- Provide direction, supervision, and training for department staff. Use independent judgement and discretion in supervising various programs.
Education, Training, and Experience:
Any combination of training or experience that would provide the knowledge and skills to successfully perform the listed duties is qualifying. A typical way to obtain the required knowledge and skills would be:
A physician licensed in California as a psychiatrist with a minimum of one year of practice and one year of administrative experience.
OR
A psychologist licensed in California possessing a doctorate degree in psychology from an accredited university and three years of acceptable clinical psychology experience, two years of which shall be administrative experience.
OR
A clinical social worker possessing a master's degree in social work or higher and shall be a licensed clinical social worker and five years of mental health experience, two years of which shall have been administrative experience.
A California licensed marriage, family, and child counselor who shall have a master's degree in an approved behavioral science course of study, and five years of mental health experience, two years of which shall have been administrative experience.
OR
A nurse with possession of a master's degree in psychiatric or public health nursing and licensed as a registered nurse in California with five years mental health experience, two of which shall have been administrative experience. Additional post-baccalaureate experience in a mental health setting may be substituted on a year-for-year basis for the educational requirements.
OR
An administrator with a master's degree in hospital administration, public health administration, or public administration from an accredited college or university, and three years’ experience in hospital or health care administration, two of which shall have been in the mental health field. Additional qualifying experience may be substituted for the required education on a year-for-year basis with the approval of the Department of Behavioral Health.
Special Requirements:
Possession of a valid and appropriate driver license.
Sit for extended periods; frequently stand and walk; normal manual dexterity and eye-hand coordination; lift and move objects weighing up to 25 pounds; corrected hearing and vision to normal range; verbal communication; use of office equipment, including computer, telephone, calculator, copiers, and FAX.
TYPICAL WORKING CONDITIONS
Work is performed in an office environment with continuous contact with other staff and the public, may involve stressful situations, including dealing with eractic and sometimes threatening behavior.
