What are the responsibilities and job description for the Collections Representative - Treasury & Billing position at County of Volusia?
**Note: The starting pay rate for this position is $19.64 hourly**
- Registers and maintains Tourist and Convention Development Tax (TDT) accounts, tracks tax payments, creates and reviews monthly reports, attempts to resolve payment issues, sends collection letters or notices and other related duties.
- Performs field visits to follow up with taxpayers regarding the requirement to collect and remit payment of TDT taxes and/or for the purpose of collecting delinquent taxes.
- Provides education to taxpayers, homeowners’ associations, rental management companies, etc., regarding their legal obligations to collect and remit TDT.
- Performs desk audits of TDT account filings, including the review of financial statements, lease agreements, and TDT returns.
- Provides staff support for external and internal TDT audits, including drafting and mailing correspondence and collection of payments due as a result of audit findings.
- Investigates complaints related to TDT noncompliance.
- Assists with cashiering operations and payment processing as needed.
- Performs assigned work as required.
Graduation from high school or possession of a GED and four (4) years of experience in collections and/or field type work. A comparable amount of education, training, or experience may be substituted for the minimum requirements.
Possession of a valid Florida Driver's License.
Having met the minimum requirements, the preferred applicant will have (2) years of experience in Tourist Development Tax collection.
- Knowledge of Tourist Development Tax ordinances and statutes.
- Knowledge of methods and practices used in investigations, collections, and public relations.
- Knowledge of geographical areas of the County.
- Knowledge of applicable legal documents, legal principles of investigation, legal rights and investigative techniques.
- Ability to work with and for the general public.
- Ability to follow written and oral instructions and deal with individuals, sometimes under adverse conditions.
- Ability to exercise good judgment in evaluating situations and making decisions.
- Ability and willingness to learn laws, ordinances, rules and regulations.
- Ability to write business letters and other documents using proper spelling and grammar.
- Ability to write clear, concise, and accurate reports.
- Ability to work with computer terminals for inquiry and update of files.
- Ability to perform field investigations.
