Position Summary
A GIS Technician position is available at Fort Wainwright, Alaska with Colorado State University (CSU) and the Center for Environmental Management of Military Lands (CEMML). The position is located in Fairbanks, AK. Remote work is not allowed for this position.
The position will provide Sustainable Range Program (SRP) / Integrated Training Area Management (ITAM) GIS support for US Army Garrison (USAG) Alaska, specifically at Fort Wainwright. The position will work closely with Range Control and assist the ITAM SRP GIS coordinator located at Joint Base Elmendorf Richardson (JBER). Specific duties include updating and editing GIS data as needed, field data collection with GPS, and map creation and printing. The incumbent will also be responsible for ensuring the GIS data meets all data standards outlined by the US Army.
Fort Wainwright is located on the east side of Fairbanks, Alaska, and encompasses over 900,000 acres, including a main post area of 4,470 acres, 8,825 acres of ranges, and over 890,000 acres of military maneuver areas. Fairbanks is the second largest city in Alaska by population and hosts movie theaters, museums, parks, extensive hiking and biking paths, Alaska’s largest university, and numerous outdoor recreational activities.

Required Job Qualifications
- Ability to work in-person at Fort Wainwright, Alaska. Remote work is not available with this position.
- B.S./B.A. degree from an accredited college or university in geography, Geographical information Systems (GIS), cartography, environmental science, or closely related field.
- A minimum of one (1) year of work experience in a relevant field is required.
- Experience with ESRI ArcGIS to include ArcGIS Pro Geographical Information Systems
- Experience with Global Positioning System (GPS) technologies.
- Experience with Microsoft Excel, Access, and other database management programs.
- Excellent communication skills.
- Be able to follow directions, work collaboratively with others as part of a team, and maintain safe and effective working standards.
- Ability to walk long distances on varying terrain in extreme weather conditions.
- Ability to lift up to 40 pounds repeatedly without assistance.
- Must have a valid driver’s license. A driver’s license must be maintained.
- The successful candidate must be eligible to work in the United States by the proposed start date. CEMML will not provide visa sponsorship for this position.
- Experience working on military lands.
- Knowledge of SDSFIE (Spatial Data Standards for Facilities Infrastructure and Environment) and other federal GIS data standards.
- Working knowledge and experience with the military and related work experience with the Department of Army, particularly in the Sustainable Range component.
- Experience working in a highly structured organization and knowledge of Army Instructions, directives, guidance, and processes.
- Experience with orthorectified aerial imagery.
- Demonstrated skills in GIS mapping, data collection, and database development.
- Knowledge of Enterprise GIS systems including ArcGIS Online.
- Demonstrated experience working with GIS applications in facilities management, natural resources management, and digital cartography.
Job Duty Category SRP GIS Support Duty/Responsibility
- Provide geospatial analysis and cartographic support to Range Operations, including map and data requests and supporting other ArcGIS software users.
- Gather and create geospatial data and perform geospatial analysis to support Range Modernization.
- Provide SRP GIS support for unit training. Develop, maintain, and update Military Installation Maps (MIMs) with the required geospatial data layers in accordance with MIM Production Guidance Documentation (MPGD) to support mission requirements.
- Develop, update, manage, report, and maintain the DAMO-TRS (SRP) proponent SDSFIE Army Adaptation geospatial data layers in accordance with the DAMO-TRS SRP geospatial Data Development Strategy, the SRP geospatial data Quality Assurance Plans (QAPs), and the SDSFIE Army Adaptation.
- Build and maintain SRP Geospatial Data in support of Army Strategy—includes development, maintenance, upgrade, reporting, and QA corrections for all SRP proponent data layers in compliance with Army Strategy and Command Geospatial.
