Key Responsibilities
- Develop and implement HR strategies and programs that align with the company's mission and objectives, particularly within DOE, DoD, and commercial contract contexts.
- Identifies key performance indicators for the organization’s human resources and talent management functions; assesses the organization’s success and market competitiveness based on these metrics.
- Oversee the recruitment, selection, and onboarding processes, ensuring CTI attracts top talent for both government and commercial projects.
- Manage employee relations strategies, including conflict resolution, performance management, and career development, ensuring compliance with federal regulations and company policies.
- Design and implement competitive compensation and benefits programs to enhance recruitment efforts and employee satisfaction and retention.
- Ensure that HR policies comply with all federal, state, and local labor laws, as well as specific regulations related to government contracts, including security clearances and employment requirements for DoD and DOE contracts.
- Lead initiatives to improve organizational efficiency, effectiveness, and employee engagement through leadership development, succession planning, and training programs.
- Serve as a strategic partner to the executive team, advising on organizational design, workforce planning, and other human capital issues.
- Oversee the HR team, ensuring proper implementation of programs and initiatives, and provide mentorship to junior HR staff.
- Drafts and implements the organization’s staffing budget, as well as the budget for the Human Resources department.
- Leverage data and workforce analytics to guide decisions on employee performance, compensation, and engagement, and to provide executive-level reporting.

Education, Experience and Requirements
- Bachelor’s degree in Human Resources, Business Administration, or a related field (required).
- Professional certifications such as SPHR, SHRM-SCP (preferred).
- Minimum 15 years of progressive HR experience, with at least 7 years in a leadership role (required).
- Minimum 10 years of experience working with DOE, DoD, or similar government contracts (required).
- Expertise in HR laws, federal and state labor laws, and regulations, especially within government contracting frameworks (required).
- Thorough understanding of union contracts, Davis Bacon Act (DBA) and the Service Contract Act (SCA).
- Experience with ADP and Costpoint preferred.
- Experience managing HR for both onsite and remote teams.
- Must receive a satisfactory pre-hire drug screen and background check.
