The Department of Cultural Affairs (DCLA) is dedicated to strengthening New York City’s vibrant cultural life by providing funding and support to New York City’s cultural community, including the 34 cultural institutions that comprise the Cultural Institutions Group (CIG) and more than 1,200 non-profit cultural organizations. This constituency represents a diverse array of internationally renowned cultural organizations, including performing arts centers, museums, theaters, wildlife centers, botanical gardens, visual arts and film centers, as well as community-based organizations and arts education programs. DCLA also manages a significant portfolio of cultural capital projects; provides free donated materials and supplies for arts programs; provides capacity building and technical assistance support to cultural groups; and commissions works of public art.

Cultural Affairs Human Resources and Administration department is responsible for the agency’s human capital administration and development, which include recruitment, personnel, civil service list administration, employee and labor relations, employee learning & professional development, payroll, timekeeping, benefit programs and the daily administrative support service operations and facilities; EEO program, and liaising with other City agencies, the Department of Citywide Administrative Services, Office of Labor Relations and the Office of Management and Budget.

Cultural Affairs seeks to hire an experienced, talented, and highly motivated individual to serve as a Human Resources (HR) Generalist. The HR Generalist will be responsible for a variety of confidential and time sensitive administrative functions for DCLA.

Typical tasks will include, but are not limited to the following:

  • Assist in administering assigned functions, such as recruitment, onboarding processes, classification review, leave and benefits administration, and coordinating trainings.
  • Implement personnel and payroll transactions for new hires, rehires, transfers from other agencies, and current employees in compliance with citywide requirements and policies utilizing City HRIS systems, such as NYCAPS, PMS, PRISE, and CHRMS.
  • Handles recruitment activities such as posting positions in NYCAPS, external sites, and onboarding candidates in NYCAPS.
  • Assist in conducting new hire pre-screening interviews and background investigations
  • Conduct new employee orientations and work with hiring managers to ensure new employees’ successful workplace transition.
  • Manages the annual performance evaluation program.
  • Administers civil service hiring pools based on the agency’s needs while adhering to civil service hiring rules and ensuring all list actions appointments are completed within the prescribed DCAS timeframe.
  • Maintain and update the agency’s vacancy reports and other tracking systems related to recruitment and retention activities.
  • Prepares correspondence and tracking reports and handles difficult and time sensitive special projects and assignments.
  • Monitors HR portal to ensure information is up to date.
  • Liaise with other City agencies.
  • Responds to employees’ inquiries and concerns.
  • Perform all duties as needed to advance the work of the HR and Administration department.

Preferred Skills:
The preferred candidate must have a working knowledge of NYC Personnel Rules and Regulations, Citywide policies and procedures and internal Citywide systems including, NYCAPS, PMS, CHRMS, PRISE and CityTime. The individual must also have the ability to efficiently handle and prioritize multiple tasks simultaneously while maintaining the highest level of patience and confidentiality. The ability to meet deadlines and changing priorities with high attention to detail is essential as is the ability to work independently and collaboratively as a team member. Must have excellent writing and verbal communication skills, and customer service skills. Proficiency in Microsoft Office Suite is also required.

Minimum Qualifications


A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school; or

A baccalaureate degree from an accredited college and two years of satisfactory full- time professional experience working in one or a combination of the following areas: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area.

An associate degree or completion of 60 semester credits from an accredited college and four years of satisfactory full-time professional experience as described in "2" above.

A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and six years of satisfactory full-time professional experience as described in "2" above.

A combination of education and/or experience equivalent to “1”, “2”, “3”, or “4” above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma.

Residency Requirement


New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
