Dallas County is seeking a highly motivated intern to assist the Dallas County Emergency Management Agency. The intern will be responsible for supporting specific projects to further develop the local emergency management program. Dallas County is the fastest-growing county in Iowa and one of the fastest-growing in the nation, with a population of approximately 115,000 across nearly 600 square miles and 18 incorporated cities. The 20-member Dallas County Emergency Management Commission oversees the Agency's operations.

Distinguishing Features of the Role:
Under general supervision and direction of the Emergency Management Director, the intern will help build collaborative relationships, develop response plans, and facilitate resource coordination across various jurisdictions.
  • Develops and delivers presentations and technical reports to various government and community groups, using visual aids such as charts, graphs, and graphics.
  • Collaborates with city and county departments, including public works, engineering, law enforcement, fire services, and emergency medical services, to identify and assess natural, man-made, and technological hazards.
  • Develops and maintains computer-based mapping and database systems to identify critical facilities and vulnerable populations (e.g., hospitals, nursing homes, childcare centers).
  • Handles and protects confidential and sensitive information in accordance with agency guidelines.
  • Promotes local, state, and federal emergency management training programs to public and private sector stakeholders; organizes workshops and awareness programs.
  • Develops and evaluates emergency response drills and exercises, coordinating efforts with federal, state, local, and private response organizations.
  • Assists the Emergency Management Director with Emergency Operations Center (EOC) activities and on-scene support during disaster response and recovery operations.
  • Conducts research, analyzes data, and makes recommendations to improve emergency management planning.
  • Plans and evaluates emergency exercises to ensure readiness and response capabilities.
  • Represents the agency on committees and attends relevant meetings, seminars, and training sessions.
  • Performs other duties as assigned to support the emergency management program.

EDUCATION/EXPERIENCE

  • Enrollment in or completion of a bachelor’s degree program in public administration, marketing, community planning, or a related field in emergency management/preparedness.
  • Equivalent combinations of education and experience may be considered.
  • Must pass a criminal background check and drug screening.
  • Completion of applicable department, organizational, and professional training programs upon hire and on an ongoing basis.
  • Must possess a valid driver's license.

KNOWLEDGE/SKILLS/ABILITIES

  • Proficiency in Microsoft Office Products
  • Strong oral and written communication skills.
  • Ability to use tact, diplomacy, and negotiation to build consensus.
  • Strong interpersonal skills to establish and maintain effective relationships with colleagues, public officials, and community stakeholders.

Intern candidates with knowledge or experience in the following areas are especially encouraged to apply:
  • Information Technology:
    • Individuals with knowledge in API integrations, GIS, website development, and/or HTML.
  • Public Information:
    • Candidates with expertise in communications, marketing, and public relations to support risk and crisis communications strategies.
  • Program Management:
    • Those studying business or government administration with a focus on project coordination, resource allocation, and inter-agency collaboration in emergency management.

PHYSICAL REQUIREMENTS/WORK ENVIRONMENT

  • The work is typically performed while sitting at a desk or table or while intermittently sitting, standing or stooping. The employee frequently lifts light and occasionally heavy objects, uses tools or equipment requiring a high degree of dexterity, distinguishes between shades of color, and utilizes the sense of smell.
  • The work is typically performed in an office and outdoors, occasionally in cold or inclement weather. The work may require the use of protective devices, such as masks, goggles, gloves, etc.
